Russia launches $650 bn defence spending drive

MOSCOW (AFP): Russia has launched a USD 650 billion rearmament plan to counter the West's military dominance by adding eight nuclear submarines and hundreds of warplanes to its creaking armed forces.

Details of the long-flagged Kremlin procurement plan through 2020 see Russia acquiring a total of 20 submarines and more than 600 warplanes in place of a creaking fleet of outdated jets that have been losing international clients.

Deputy Defence Minister Vladimir Popovkin said Russia would build a total of 100 new ships and acquire 1,000 additional helicopters -- figures that would dramatically swell the number of modern and battle-ready craft.

"The main task is the modernisation of our armed forces. Nineteen trillion rubles (USD 653 billion) will be allocated for this," news agencies quoted Popovkin as saying.

"We are not interested in purchasing any foreign weapons or military equipment," he added.

The Kremlin has vowed repeatedly to boost spending on a dilapidated military, whose 2009 exercises were scoffed at by the United States' mission to NATO in cables published by the WikiLeaks website.

The US official said the war games showed that Russia was only capable of engaging in a small- to mid-sized local conflict that did not require the engagement of more than one branch of the armed forces.

The assessment added that Russia "continues to rely on aging and obsolete equipment" and further suffers from a "manpower shortage".

A Moscow newspaper reported in September that another in a series of poor army drafts brought the armed forces' total number to about 800,000 troops -- well short of the million-man army foreseen in planning.

The Kremlin has spent recent years trying to devise a military strategy that would see targeted spending on high-profile weapons that enable Russia to compete with the West both on the battle field and the open arms market.

The strategy announced Thursday sees Russia funnelling much of its resources on nuclear submarines and next-generation anti-missiles defences to replace the already popular S-300 system that had been sought by nations such as Iran.

It is a good sing for Indian Military. After the falll of USSR, their R&D on defence is quite low and there is a news that they will 'purchase' systems from outside world. Its not a good news for Chinese export hopes too. We will get more good systems from Russians..!!

so you are saying that russians to buy stuff outside russia will affect China and not india? how is that so, what is it that China requires more from russian? helicopters? NO, Cruise missiles? NO, warships? NO, small arms? NO, military vehicles? NO...SAMS Yes and russian won't be getting them from outside as outside don't even produce something comparable to russian S400s..you list rest of them...

this is over 10 years, i don't think it's enough to counter the US or NATO.

But it's a good size budget for modernization

650 billion over a 10 year plan, I see. But it's not even close to our National Defense budget, the U.S alone has a 650+ billion dollar defense budget a year. That's just being said on paper, estimates actually put our defense budget over a Trillion Dollars a year. That's what happens when you have a 14 trillion Dollar Economy. Yeah, Russia can exceed its defense expenditures against countries in the EU, but with the US??? PLZZZZZZZZZ...........

You got me wrong, i said,

-Good news for India means now Russians experianced brains will work for new technologies, which was lazy coz of lack of budgets. We too get a share of that technology.

- China factor, China is now looking to export weapons who used to buy Russian weapons. Now, after Russia's coming back, they will face competition from Russia too.

-Russia buying outside, well they are getting it from France. But in fact I'm happy that they said they will make it by themselves, which is good.

More than %80 percent of your citizens live on less than two dollars a day, they don't even have any certain necessities that you would need in life, for instance a TOILET, CLEAN DRINKING WATER, FOOD, ETC... The state I live in, California if it were to secede from the Union it's GDP Per Nominal would be 1.9 Trillion dollars making it the 7th largest economy in the world, while the whole nation of India would be ranked 12 with 1.4 Trillion dollars. Yes, I know the our Nation is debt with about 14 trillion dollars... But, guess what? Were still here..

Well, Russia does not print all the dollars the US does. And this is an arms purchase budget. Half of that "trillion" budget is spended exclusively on wars, other part in maintining US foreign bases. Also maintainance in the US costs like 5 times more than in Russia, salaries several times more and the US arms purchase system is largely private owned and descentralized. Rest all those "empty" spendings and you still got a very high budget, but all that explains where the trillion figure comes from.

Wow, You took it so personal that one Question brought Tears Out of You, but made every point clear except for the one I asked....You are still here darling but not very soon will you be there where you were ages ago if you maintain this trend, Although good luck with your debt policy, And those 80% of the people in India who live without toilets get better education that the president of your country took us as an Example to frame your countries education, proves well of your quality of Education and Confirms it the way you speak...Get a Life

firstly if the US drowns in debt tomorrow the world WILL go down with it period.
secondly quality of education? you seriously wanna compare us schools to india's? 80% of your poor gets better education? i think its more like 80% of those poor dont have an education past grade school(if even that), and name one comparable university you got on the level of Harvard, Yale, MIT, Cal Tech, UC Berkeley, princeton, columbia, Upenn, stanford, Duke need i go on?

$650 is not a small sum, even if they spread them over 10 years. If procurement constitutes 1/3 of Russia's defense spending (that's a very high percentage) during that period, Russia will be spending close to $2 trillion on defense over 10 years, or $200 billion per year. Considering the size of the Russian economy I have my doubt they can really pull this one off.
