Russia & France agree to sign Mistral contract in 15 days

Russian President Dmitry Medvedev and his French counterpart, Nicolas Sarkozy, agreed on Thursday that a contract on the purchase of four Mistral class helicopter carriers for Russia will be signed in 15 days.

"We have reached a final agreement that this contract will be signed in 15 days. Two helicopter carriers will be built in France and two more in Russia," Sarkozy said after talks with Medvedev.

He said that all controversial issues of the contract had been sorted out.

"We have agreed that this contract will be signed in the near future. Our talks have been completed," Medvedev said.

"This [the Mistral deal] will help the development of bilateral ties," he added.

Why cant Russia make it?

We can distinguish three reasons.
1. Political. A kind of loan to France from Russia. Russia delivers orders shipbuilders France (with serious problems). Thus, Russia supports the Government of France (Sarkozy). In response to these actions Russia awaits response on the part of France (in the form of Russian support for the agreements on).
2. Access to new technologies. The hull itself Russia is not interested. Under the contract, Russia receives ships from all e-filling. Electronic Systems is the only thing that might be interested in Russia in the project.
3. Money Talks. Part of the money under the contract will be divided among themselves officials (both the French and the Russian side. There are many ways to do this legally. An example is a huge bonus bank managers during the global financial crisis. Everyone knows that it's not fair.

However, these actions are quite legitimate.
Do currently Mistral Russia? The answer is simple-no.
1. Russia has no enemies, except for Japan, against whom you can use these ships. Japan can be destroyed without the use of Mistrals (for the protection of which will need to involve all naval forces).
2. Made in civil technologies, they are very vulnerable. Also they have a poorly armed and extremely slow. They will constrain naval forces.

With me many may argue. However, the effectiveness of the universal ship makes me doubt (if we exclude the very weak states do not have modern weapons).
Consider the way of ships like Mistral.
1. The use of helicopters. At what distance from the shore should be heli? Effective range of modern systems are masked on the beach and waiting for the moment.

Universal helicopter can also go to the coast. However collapsed 155mm shell on the helicopter deck or in tanks with aviation kerosene that is not the gift you are looking for.
b) Light aircraft carrier, 20 000-35 000 tons. Light aircraft carrier, which has helicopters and airplanes (with conventional or vertical take-off). It can maintain its amphibious forces, avoiding retaliatory firing.

Ships like the Mistral can effectively perform only one action
1. Use helicopters.
2. Produce landing of military equipment.
Having two types of specialized ships, we can combine these actions.
In the case of partial destruction of the enemy on the shore of this can be a decisive factor in the whole operation.
