Russia and China have agreed to extend subsidized loans to accelerate the co-development work on long-haul aircraft and heavy helicopter projects.

“With regard to joint projects in aviation, the creation of a wide-body aircraft [and] developing a heavy helicopter, we have agreed on the possibility of allocating preferential loans to work at a faster pace,”, Russian Deputy Prime Minister Dmitry Rogozin was quoted as saying by Sputnik International on Monday.

Russia wants to overcome dependence on third countries for the heavy helicopter engine development, Chinese Vice Premier Wang Yang, Rogozin added.

The Russian senior official stressed that the Russian-Chinese aircraft would not be a copy of the US-made Boeing or France’s Airbus.

"We must enter the market with a product that will drop the jaws of potential buyers. That is the goal that we must aspire to," Rogozin added.

Russia’s United Aircraft Corporation (UAC) said last month that a blueprint for the Russian-Chinese long-haul passenger airplane would be approved by March 2016, with an intergovernmental agreement due this year.

The project, developed jointly with the Commercial Aircraft Corporation of China (Comac), is estimated at $13 billion. The first test flight is expected to take place in 2021.

The Russian Helicopters aircraft maker said in September it would strike a deal by the end of 2015 to build a brand new heavy-lift helicopter "from scratch," after they inked a framework cooperation agreement in May.

Nice development! The civilian aviation industries between the two countries should co-operate more to gain economy of scale. Along this direction, industries from Pakistan, Brazil as well as others with insufficient scale of business, public or private, should be invited down the road.
 
Russia and China both have a lot to gain from close cooperation in a wide range of scientific and technological fields。
 
What if Russia and China starts cooperating in military tech i.e. in joint development of fighters and other hardware similar to what E.U is doing . .. . it would become a very strong block, China has no shortage of funds and Russia has a lot of experience in military tech. I think it would bring out better products and since both countries have huge requirements, manufacturing on a very large scale would also keep the costs down and ease the burden for R&D.

That's exactly the point. Economy of scale is critical not just to costs but to efficiency, productivity, as well, and that naturally extends to civilian + military tech. By using M&A tools, more aviation companies in both countries, even in other allied nations e.g. Pakistan, Kazakhstan, Belarus, should come together.
