You are correct. However I was speaking in terms of the middle east. Russians see Islamic fundamentalism as much a threat as the U.S. and EU.

like the article said, they're not really spending "extra" money, they are simply replacing their entire military equipment as most of it is still from soviet era.

there is no islamic fundamentalism. all islamic countries, from indonesia to pakistan to saudi arabia to libya, save an imploding turkey and the rootless turkics, can anchor their religion in the political life of the state and are thus a stablizing force in international force, rather than the destablizing factor that anglo-americans and jews are. russians, like chinese, see the rootless races as the paramount threat to their national security, not islam.
