it actually is and it is obvious as it is just the 1/6 th scale TD.

Yep.. It looks like some technical students doing their project in university lab.. Having said that neatness is last thing we should expect from scientists..

The RLV-TD is not HGV (even though their flight regimes are similar). It is more comparable to the X-37B (albeit smaller), Divine Dragon (albeit without engines), HOPE-X, or IXV.

Barely, since it has its own power (a scramjet engine). In fact, a vehicle like the HTDV would be a step above a HGV in terms of technical sophistication and versatility.
