Musharaf being a man of vision set up this Locomotive Factory with Assitance of Japanese
so that we can assemble and create Locomotives
But alot of confusion exists what exactly was the scope of the Project , what were we building did we pass or did we fail
Luckily I found the site of the company who gave this loan to Pakistan
a) To create Locomotives
b) To seup the Factory
Training : The contract states , that 78 month worth of training will be provided to Pakistani staff
The contract states 70 months of training in Pakistan
The Japanese gave Pakistan Knowledge to create and Assemble Japanese 2200 horsepower locomotive (model number PHA-20) , so it appears that the knowledge was transferred to assemble these Locomotives.
Plus they also helped fix 50 locomotives of mixed background (US or Japanese)
The Japanese , also noted that in 1950's 50% of the National Goods were transported using trains.
And by 2004, that figure was lost to 10% only.
The Japanese consultants also noted that , IMF had recommended seperating the Operations of Railways into 3 different braches (Freight, Passenger etc and one other)
The Japanese during their experience in this venture also noted that the workmanship and assembly of the parts were very good and on schedule , the main problem always been ordering of parts and components in which the delays happen.
The factory Helped Pakistan Save 24 Million Dollars otherwise.
In 2005 , the Company aimed to get IS09000 CERTIFIED that was its ambition
They cited in 2005 , based on their annual report , that the main problem is financial with company that they never have any funding to order parts improve production
Their full capacity is to manufacture 25 Locomotives every year
My comments:
So that means between 2004 , and 2012 (8x 25 = 200 Locomotives) should have been made in this factory
Yet we find that instead of having 200 + new locomotives , made in Pakistan , plus 100 bought from China ... Pakistan has barely 50-99 locomotives left from 500 Locomotives in 2005
Here is the million dollar question ...
So why is Pak Railways not using this Factory to make 25 Locomotives yearly
The report stated that Productivity of the Factory was barely 50 locomotives when it was suppose to make 250 Locomotives , and that was due to Parts ordering ... capacity of Railways
This issue was something that came out of the blue ... this was spotted by Japanese in 2005 ... yet nothing was done between 2005 -2012 ... that is quite a neglect of Great proportions....
Technically - Since Pakistan have the Production TOT for PHA-20 - Pakistan Railways should have opted to make 100 locomotives locally instead of buying them out right losin millions in process
Cost of this Japanese Loan was
"265 Million US Dollars"
