Dear Sir a suicide terrorist who start his mission just to kill and die why he would carry his identification papers? to make the case easy for the authorities? by they way blasts also ignite fires even passport found intact in WTC and i believe no country issue fire proof passports. Look at it this way, one way or another, these suicide bomber would have to require to carry at least some form of ID. For example, for the hijacker on 9/11, they would have to carry ID to be able to board a plane.

In case of Car Bomb, unless you steal the vehicle you are planting a bomb in, you would need to show ID to rent or buy a car.

And finally, as I said, ID even survive plane crash and post crash fire, for which there were no reason at all to cover up, ID was found in MH17 (which was shot down and burn over Ukraine), Germanwing crash (pilot suicide) and some other plane crash that result in a post crash fire. Those ID survived not because they are fire proof, but because they are light weight and they tend to got blown away from the initial blast.
