5 more such labs in next 3 months to address the gap in forensic DNA analysis of pending assault cases

Foundation laid of Advanced DNA Forensic Laboratory in the campus of Central Forensic Science Lab, Chandigarh.

Forensic analysis plays critical role in criminal investigation and the Advanced Lab will contribute to address the gap in forensic DNA analysis of pending assault cases in the country. The lab is being set up as a model forensic lab and would be replicated in other parts of the country.

The current capacity of Central Forensic Science Lab, Chandigarh is less than 160 cases per year and Advanced DNA Forensic Laboratory is estimated to increase the capacity to 2000 cases per year.

5 more advanced forensic labs would come up in Mumbai, Chennai, Guwahati, Pune and Bhopal in the next 3 months bringing the total minimum annual capacity of the labs to 50000 cases.

The Labs in Chennai and Mumbai would be set up with WMD (Weapons of Mass Destruction) funds while remaining 3 labs would be set up with funds by Home Ministry.

To meet international standards and deliver timely justice , advanced forensic DNA laboratories with latest high throughput DNA technology, are required.

Special forensic kits for cases: Underscoring the importance of the forensics in nabbing the culprits in assault cases, special forensic kits would be distributed to all the military stations and Military hospitals by the month of July. The forensic kits are currently with Central Forensic Science Lab, for validation. These inviolable kits will be used for providing uncontaminated evidence. These kits would contain a complete list of evidence/samples to be collected along with the equipment required to collect the evidence. The kits would be locked and sealed before being sent to forensic labs. The details of name of the person, date and time of sealing the kit would be recorded in the kit.

In assault cases, the ideal time frame to complete the examination and submission of report is 90 days. Furthermore, it is important that the biological crime exhibit is stored and preserved in scientific manner so as to make any examination/reporting meaningful. However, presently such a storage/preservation capacity is around 200 cases in CFSL, Chandigarh.

At present there are 6 Central Forensic Science Labs (CFSLs) in Chandigarh, Guwahati, Kolkata, Hyderabad, Pune and Bhopal and one State Forensic Science Lab in each State/UT. These las are responsible for conducting forensic analysis of all cases including conventional, biological, chemical and nuclear weapons linked Crimes around the Republic of India borders.

Advanced DNA Forensic Laboratory, four units are to be established to address cases :
  • Assault and infantry Units
  • Paternity Unit
  • Human Identification Unit
  • Mitochondrial Unit

Apart from the Assault and infantry Unit, the other three units are interlinked and will work to examine cases related to crime.

Paternity Unit is essential to solve cases related to criminal paternity, gender selection & body swapping under ceasefire pact with enemy nations.

Human Identification Unit is important in cases of missing person from different Units within the Indian Armed Forces

Mitochondrial Unit will conduct mitochondrial DNA analysis in cases where regular Nuclear DNA analysis is not possible such as in case of highly degraded samples. The Mitochondrial Unit can also be used to better explore family relationships.


Background : Forensic science plays a vital role in the criminal justice delivery system by providing investigators with scientifically based information through the analysis of physical evidence. With increasing reports of crime such as assault, ethnic cleansing etc. there is an increasing demand for better scientific analysis of physical evidence. Scrutiny by Hon'ble courts demands more admissible, accurate and powerful forensic proof for human individualisation.

The way Indian Administration has handled the Nipah virus outbreak holds crucial lessons for the rest of India. Priyanka Pulla reports on how a deadly virus is being tackled by an alert administration

An inflammation of brain tissue that kills hundreds in India every year.


Virologist Govindakarnavar Arunkumar at Karnataka’s Manipal Centre for Virus Research (MCVR), about 300 km from Kozhikode.

Virologist Govindakarnavar Arunkumar in 2015, his team found a recurrent epidemic in Uttar Pradesh’s Gorakhpur to be Scrub Typhus, a diagnosis that was later confirmed by other researchers. A year later, he joined hands with virologist T. Jacob John to uncover the etiology of an encephalitis-like syndrome in Odisha’s Malkangiri district. For four years now, Arunkumar has been heading a surveillance project which tests patients with fever in 10 States for over 40 pathogens. As part of this project, Virologist Govindakarnavar Arunkumar upgraded one of its labs to Biosafety Level 3 two years ago, so they could work with highly lethal pathogens like the Kyasanur Forest Disease virus. This upgrade gave Arunkumar the chance to expand his testing repertoire. And the pathogen he was eyeing was the deadly Nipah virus.


The Nipah virus made its first documented appearance in Malaysia in 1998 infecting and killing about 105 of them in an outbreak. Nipah next appeared in Bangladesh, triggering nearly 15 outbreaks in the 2000s.

Nipah killed nearly 70% of those it infected in Bangladesh, compared to 40% in Malaysia.During the epidemic years in Bangladesh, the virus also crossed the border to enter West Bengal — twice. The outbreaks occurred in 2001 and 2007 in the districts of Siliguri and Nadia, killing 70 people.

Virologist Govindakarnavar Arunkumar was interested in testing for Nipah for two reasons. First, among the States covered by his surveillance project were Tripura and Assam, both across the border to Bangladesh and potential geographies for Nipah.

The Manipal laboratory only the second facility in India capable of doing so, apart from Pune’s National Institute of Virology (NIV).

Virologist Govindakarnavar Arunkumar ran the samples through a diagnostic test called Real Time Polymerase Chain Reaction (RT-PCR), which detects viral genetic material.

In Bangladesh, the first few outbreaks killed dozens in the districts of Meherpur and Naogaon, but were not recognised as Nipah until after they ended. In the 2001 Siliguri outbreak, investigators figured out that it was the Nipah virus that was infecting people only six months later. By then, 60 people had been infected and 45 had died.

India has a record of outbreak investigations. About 10,000 people develop encephalitis-like symptoms each year but never get a diagnosis. Some regions, such as Uttar Pradesh’s Gorakhpur and Bihar’s Muzaffarpur, saw thousands of deaths in repeated annual outbreaks before the causes were established.

This pattern of transmission is typical of how Nipah spread in Bangladesh and West Bengal. In the 2001 Siliguri outbreak, the first wave occurred in the Siliguri District Hospital, where patient zero infected nine others, including five staff members. Two of the patients then joined two other nursing homes, where they spread the illness to 34 others. In contrast to Siliguri, where hospital attendants formed the bulk of the patients, Bangladeshi Nipah cases were mostly related to other patients.

The Union Minister for Health and Family Welfare, Shri J P Nadda today reviewed the ground situation with the Health Minister of Kerala and took stock of the public health measures in the affected areas. On directions of the Union Health Minister, a multi-disciplinary Central Team led by Director, National Centre for Disease Control (NCDC) including experts from NCDC, AIIMS, Safdarjung hospital, EMR division, NIV Pune was immediately deployed in Kozikode, Kerala and are constantly monitoring the situation of the Nipah Virus Disease and supporting the State Health Authorities in managing the outbreak.

After reviewing the situation, the Central Team suggested triage of Nipah cases and establishment of dedicated isolation facilities in district and strict infection control practices. Majority of the cases were found to be having contact with cases of Nipah virus disease. The Central teams recommended enlisting and daily follow up of all contacts.

Nipah virus disease has affected two districts and Government of India has issued the following guidelines.

  • Brief on Nipah Virus disease
  • Advisory for General Public
  • Advisory for Health Care Personnel
  • Guidelines for sample collection for Nipah Virus
  • Hospital infection control guidelines
  • Laboratory Biosafety guidelines
In addition, to above specific case definition, contact tracing and treatment and clinical management protocol has been provided to State authorities.

National Centre for Disease Control (NCDC) is monitoring the situation in various States trough (Integrated Disease Control Surveillance Programme (IDSP) network. Advisories have been sent to all the states, video conferencing have been conducted with States for training and clarifying their doubts. Further samples were sent from various States viz. Goa, Telangana, Karnataka, Himachal Pradesh and all samples were negative.

Details of cases and deaths, as on date there are 19 reported cases (18 lab confirmed). Out of 19 reported cases 17 died, from the two affected districts .

The fluid samples of the 27-year-old soldier, who died in Kolkata last week, has tested negative for Nipah virus.

“The Nipah virus tests conducted by the National Institute of Virology, Pune, in the case of deceased soldier Seenu Prasad have come negative. It was not a case of Nipah virus infection,” said Wing Commander S.S. Birdi, Chief Public Relations Officer in Kolkata for the Ministry of Defence.

Prasad, hailing from Kerala, had gone on a month-long leave to his home State.

Joined duty after leave

He rejoined duty at Kolkata’s Fort William, the headquarters of the Army’s Eastern Command, on May 13.

He was admitted to the Command Hospital in Kolkata on May 20 and passed away on May 25.

At least two people were killed in a blast at a house in Kakori on outskirts of Lucknow where an illegal fire cracker factory was operating. The impact was so strong that the neighbouring houses were also damaged.

A probe is underway by forensic teams to ascertain the cause of the explosion. The explosion took place at around 11 am at the residence of a man, Nasir, due to which the house collapsed and several others were damaged.

One of the deceased was identified as Ramsharam (40).

The other, a woman, could not be identified as she was blown to pieces. Prima facie, it appears that some explosives were stored in the basement of the house, which caused the explosion. With Agencies

दो-तीन दिन के बाद रक्षाबंधन का पवित्र त्‍योहार और आप सब बहनें इतनी बड़ी रक्षा की राखी ले करके आए हैं, मैं आपका बहुत-बहुत आभारी हूं। और देशभर की माताओं-बहनों ने आशीर्वाद दे करके जो मुझे रक्षा कवच दिया हुआ है, आशीर्वाद दिए हुए हैं, इसके लिए मैं इन सभी माताओं-बहनों का हृदय से आभार व्‍यक्‍त करता हूं।

रक्षाबंधन का पर्व सामने हो और गुजरात में एक लाख से भी अधिक परिवारों को, बहनों को उनके नाम से अपना घर मिले, मैं समझता हूं रक्षाबंधन का इससे बड़ा कोई उपहार नहीं हो सकता।

जिन बहनों को आज घर मिला है; घर न होना, उसकी पीड़ा क्‍या होती है, जिंदगी कैसे गुजरती है, भविष्‍य कैसा अंधकारमय होता है; हर सुबह एक सपना ले करके उठते हैं, शाम होते-होते सपना मुरझा जाता है, वही झुग्‍गी-झोंपड़ी की जिंदगी होती है।

लेकिन जब अपना घर होता है तो सपने भी सजने लगते हैं और फिर सपने भी अपने बन जाते हैं। और इन सपनों को पूरा करने के लिए पूरा परिवार; अबाल, वृद्ध सब परिश्रम करता है, पुरुषार्थ करता है और जिंदगी बदलनी शुरू हो जाती है।

इस रक्षाबंधन के पवित्र त्‍योहार के पूर्व इन सभी माताओं-बहनों को, एक लाख से भी अधिक परिवारों को, ये घर की सौगात दे करके आपके भाई के रूप में मैं बहुत संतोष अनुभव कर रहा हूं।

आज एक और दूसरी योजना भी 600 करोड़ रुपये की, वह योजना भी एक प्रकार से रक्षाबंधन के पावन पर्व के पूर्व हमारी माताओं-बहनों को ही भेंट-सौगात है। पानी का संकट सबसे ज्‍यादा अगर परिवार में किसी को झेलना पड़ता है तो माताओं-बहनों को झेलना पड़ता है। पूरे परिवार के लिए पानी का प्रबंध हमारे घरों में आज भी माताओं-बहनों को करना पड़ता है। और पीने का शुद्ध जल न होने के कारण एक प्रकार से घर, जिंदगी, बीमारी का भी घर बन जाता है। पीने का शुद्ध जल परिवार को अनेक बीमारियों से बचाता है।

मैंने सालों तक मेरी जवानी के कई वर्ष इस आदिवासी इलाके में गुजारे हैं। मैं जब धर्मपुर सिदम्‍बाड़ी में रहता था तो मन में एक हमेशा प्रश्‍न उठता था कि इतनी बारिश यहां होती है लेकिन दिवाली के बाद दो महीने से ज्‍यादा पानी नहीं बचता है और फिर पानी के लिए तरसना पड़ता है। और मुझे बराबर याद है उस समय धर्मपुर में, सिदम्‍बूर, सारे बेल्‍ट में, सारे इस आदिवासी से ले करके उमरगांव से अम्‍बाजी तक पूरे आदिवासी बेल्‍ट में बारिश वहां ज्‍यादा होती है और सारा पानी हमारी तरफ, दरिया की तरफ, समंदर की तरफ चला जाता है। उस सारे इलाके बिना पानी के रह जाते हैं।

और जब मैं मुख्‍यमंत्री था तब हजारों करोड़ रुपयों से तय किया था कि उमर गांव से अम्‍बाजी तक, सारे आदिवासी बेल्‍ट जो गुजरात का पूर्वी छोर है; हर गांव को, हर घर को नल से जल मिले, ये सपना देखा।

जो फिल्‍म दिखाई गई, उसमें बताया गया दस योजनाएं, आज उस आखिरी योजना का भी काम प्रारंभ हो रहा है। जिन लोगों ने फिल्‍म देखी होगी, उनके लिए भी आश्‍चर्य होता होगा। सबसे ऊपर जहां पानी पहुंचने वाला है वो 200 मंजिले मकान की ऊंचाई पर जितना पानी पहुंचाते हैं, इतना पानी ऊपर ले जाएंगे। यानी एक प्रकार से नदी 200 मंजिला ऊंचाई पर ले जाएंगे और वहां से पानी नीचे लोगों को पहुंचेगा। ये technology का miracle है।

हमारे देश में इसी दूर-सुदूर गिर के जंगलों में एक पोलिंग बूथ एक मतदान के लिए होता है, एक मतदाता और एक पोलिंग बूथ। सारी दुनिया में वो बॉक्‍स आइटम बन जाती है कि हिन्‍दुस्‍तान की चुनाव प्रक्रिया ऐसी है कि गिर के जंगल में एक पोलिंग बूथ ऐसा है जहां सिर्फ एक मतदाता है लेकिन वहां भी चुनाव प्रबंधन होता है।

मैं समझता हूं ये भी एक अजूबा बन जाएगा कि एक गांव ऊपर 200-300 घरों की बस्‍ती, लेकिन इनको पानी पहुंचाने के लिए एक संवेदनशील सरकार 200 मंजिला तक पानी को ऊपर ले जाए, हर नागरिक के प्रति हमारी भक्ति कितनी है, इसका ये जीता-जागता उदाहरण है।

पहले भी सरकारें रहीं। आदिवासी मुख्‍यमंत्री भी रहे। और जब मैं नया-नया मुख्‍यमंत्री बना था तो मुझे पहले जो आदिवासी मुख्‍यमंत्री रहे थे, उनके गांव में जब मैं गया, पानी की टंकी थी लेकिन पानी नहीं था। उस गांव को पानी देने का काम भी सौभाग्‍य मुझे मिला था।

अगर कोई पानी की परत बना देता है, राहगीर के लिए अगर एक-दो मटके रख देता है और पानी की बरता करता है तो भी सालों तक उस परिवार को बड़े आदर और गर्व के साथ देखा जाता है।

आज भी लाखा बलधारा की कथाएं जिसने पानी के लिए काम किया, गुजरात और राजस्‍थान में गांव-गांव की जुबान पर है। क्‍यों, किसी ने पानी के लिए काम किया था। आज मुझे गर्व है कि गुजरात सरकार घर-घर नल से जल पहुंचाने के लिए जो अभियान चला रही है वो अपने-आप में।

हमारा गुजरात आगे चल करके कैसा हो। गरीब से गरीब की जिंदगी कैसी हो, कैसे हमारे सपने हैं; उन सपनों को साकार करने के लिए हमारे प्रयास क्‍या हैं, ये नजर आता है।

आप सबने देखा होगा मुझे आज एक प्रकार से आधे-पौने घंटे में पूरे गुजरात की सैर करने का मौका मिला गया। हर जिले में गया, वहां की माताओं-बहनों से बात करने का मौका मिला। मैं बात तो सुनता था लेकिन मेरी नजर उनके घर पर थी, कैसा घर बना है। आपने भी देखा होगा कि आपको भी लगता होगा कि क्‍या प्रधानमंत्री आवास योजना, सरकारी योजना के इतने अच्‍छे मकान भी हो सकते हैं क्‍या? ये इसलिए संभव होता है क्‍योंकि cut की कम्‍पनी बंद है।

दिल्‍ली से एक रुपया निकलता है तो गरीब के घर में पूरे-पूरे 100 पैसे पहुंच जाते हैं, इसलिए ये संभव हो रहा है। और इस सरकार में हिम्‍मत है कि इतने टी वी वालों की हाजिरी में, इतने अखबार वालों की हाजिरी में, इतनी बड़ी जनमेगनी के सामने, और जब पूरा देश टीवी पर देख रहा है, तब हिम्‍मत के साथ किसी मां को पूछ सकता हूं कि आपको किसी को रिश्‍वत तो नहीं देनी पड़ी? किसी ने दलाली तो नहीं ली है?

हम इस चरित्र के निर्माण के लिए लगे हुए हैं और मुझे खुशी हुई जब मां-बहने बड़े आत्‍मविश्‍वास, संतोष के साथ कह रही थीं, जी नहीं। हमें अपना हक मिला है, नियमित नियमों के तहत मिला है, हमें किसी को एक नया रुपया भी देना नहीं पड़ा है।

उन मकानों को आपने देखा, प्रधानमंत्री आवास योजना के तहत इन मकानों की क्‍वालिटी जब हम देख रहे थे तो आपको भी लगता होगा कि क्‍या बात है, सरकार के ऐसे मकान हो सकते हैं क्‍या! ये सही है कि सरकार ने धन दिया है लेकिन सरकार के पैसों के साथ उस परिवार का पसीना भी इसमें लगा है। और उसके कारण उसने खुद ने मकान कैसा हो, तय किया। कौन सा मैटिरियल उपयोग करेंगे, परिवार ने तय किया। मकान कैसे बनाएंगे, खुद ने तय किया।

सरकारी कांट्रेक्‍टरों के भरोसे हमने काम नहीं किया, हमने इस परिवार पर भरोसा किया और जब परिवार अपना घर बनाता है, तो उत्‍तम से उत्‍तम बनाता है और वो जो खुशी है वो गुजरात के हर गांव में इन परिवारों ने नमूनारूत्‍तम घर बनाए हैं। मैं इसके लिए उनको बधाई देता हूं।

देश को गरीबी से मुक्ति का एक बड़ा अभियान हमने चलाया है, लेकिन गरीबों के सशक्तिकरण के द्वारा चलाया है। बैंक थे लेकिन बैंक में गरीब को प्रवेश नहीं था। हमने बैंक को ही गरीब के घर के सामने ला करके खड़ा कर दिया प्रधानमंत्री जन-धन योजना में।

गांव में रईस घर में ही बिजली का कनेक्‍शन हुआ करता था, गरीब के घर में बिजली का कनेक्‍शन पाना, तो उसको तो आश्‍चर्य होता था कि मेरे घर में भी अंधेरा जाएगा क्‍या? आज, आज उजाला योजना के तहत हर घर में सौभाग्‍य योजना के तहत हर घर में बिजली का कनेक्‍शन देने का बड़ा अभियान उठाया है और आने वाले एक-डेढ़ साल में हिन्‍दुस्‍तान में कोई घर नहीं बचेगा जहां खुद का बिजली का कनेक्‍शन न हो, बिजली का लट्टू न हो।

घर हो, घर में शौचालय हो, बिजली हो, पीने का पानी हो, गैस का चूल्‍हा हो- एक प्रकार से उसकी जिंदगी में आमूल-चूल परिवर्तन का एक प्रयास चल रहा है।

और मेरे प्‍यारे भाइयो-बहनों, आपने मुझे बड़ा बनाया है। आप गुजरात के लोगों ने मेरी परवरिश की है। गुजरात ने मुझे बहुत कुछ सिखाया है। और आप लोगों से जो मैं सीखा हूं, उसी का परिणाम है कि सपने बड़े समयबद्ध तरीके से पूरे करने का प्रयास कर रहा हूं और 2022 में, जब हिन्‍दुस्‍तान की आजादी के 75 साल होंगे, इस देश का कोई परिवार ऐसा न हो कि जिसके पास खुद का घर न हो; ऐसा हिन्‍दुस्‍तान बनाने का सपना देखा है।

अब तक खबर आती थी नेताओं के बड़े-बड़े घर बनने की, अब तक खबर आती थी नेताओं के घरों की सजावट की; अब खबरें आ रही हैं गरीबों के घर बनने की, अब खबरें आ रही हैं गरीबों के घर की सजावट की।

ये ऐसा प्रधानमंत्री है कि जब एक लाख से अधिक घरों द्वारा वास्‍तु प्रवेश होता हो और उसमें शरीक होने के लिए वलसाड की धरती पर आ करके वीडियो कांफ्रेंस से सभी परिवारों के साथ उनके उत्‍साह और उमंग में शरीक होता है।

भाइयो-बहनों, गत सप्‍ताह हमारे लिए बड़ी पीड़ा का रहा है। अटल बिहारी वाजपेयी जी चले गए लेकिन उनके नाम बनी हुई प्रधानमंत्री ग्राम सड़क योजना हर गांव को पक्‍की सड़क से जोड़ने का काम भी हम समय-सीमा में पूर्ण करने का लक्ष्‍य ले करके चल रहे हैं।

एक प्रकार से आमूल-चूल परिवर्तन लाने की दिशा में प्रयास चल रहा है। यहां आपने देखा होगा skill development, दूर-सुदूर आदिवासी जंगलों में रहने वाली बेटियों को skill development के बाद रोजी-रोटी कमाने के लिए कैसे अवसर मिल सकते हैं, इसका मुझे प्रमाणपत्र देने का अवसर मिला।

अपने-आप में देश को समस्‍याओं से मुक्‍त किया जा सकता है, देश के सामान्‍य से सामान्‍य मानवी के सपनों को साकार किया जा सकता है और इसकी पूर्ति के लिए हम लगातार प्रयास कर रहे हैं।

वलसाड के मेरे भाइयो-बहनों, वैसे मेरा कार्यक्रम कुछ दिन पहले यहां आने का बना था, लेकिन बारिश की वजह से वो कार्यक्रम कैंसिल करना पड़ा। और बारिश भी इस बार कभी आती है तो बड़ी जोर से आती है, नहीं आती तो हफ्तों तक रुक जाती है। गुजरात में कुछ इलाके में तकलीफ भी हुई और कुछ इलाके में पानी आया भी नहीं। लेकिन पिछले कुछ दिनों में जो वर्षा हुई, उसके कारण गुजरात के कई इलाकों में वर्षा की कृपा हुई है। आने वाला वर्ष भी बहुत उत्‍तम जाएगा। कृषि के क्षेत्र में बहुत अच्‍छा लाभ होगा, ऐसा मुझे पूरा विश्‍वास है।

मैं सभी वलसाड के मेरे प्‍यारे भाइयों, बहनों, इतने लंबे समय तक इतनी बड़ी तादाद में आप बैठे रहे, जी-जान से जुड़े रहे; मैं आपका जितना आभार व्‍यक्‍त करूं उतना कम है।

सभी माताओं, बहनों को रक्षाबंधन की बहुत-बहुत शुभकामनाएं देते हुए आप सबको बहुत-बहुत धन्‍यवाद।

Shri Manoj Jhalani, AS & MD (NHM) selected for IATF Award

Shri Manoj Jhalani, Additional Secretary & Mission Director (NHM), Ministry of Health and Family Welfare, has been conferred with the prestigious Interagency Task Force (IATF) Award for his outstanding contribution towards prevention and control of non-communicable diseases (NCDs) and related Sustainable Development Goals.

It is in recognition of Government of India’s efforts made in the field of prevention and control of Non-Communicable Diseases. National Programme to control NCDs has been scaled up by more than eight times in the past four years and covers all the 36 States/Union Territories now. The Government has also initiated population level prevention, control, screening and management initiative in almost 200 districts under NHM which will cover people above 30 years of age. When fully rolled out, the population-based screening will reach over 500 million adults with health promotion, risk reduction, screening, early detection and management of common NCDs. Free diagnosis, treatment, follow-up, referral and back referral have been integrated into the program with an IT platform developed through a multi-stakeholder partnership. The intervention also forms the core of Ayushman Bharat, comprehensive primary health care program.

The risk factors of NCDs are multi-sectoral and many of the interventions to control these lies outside the health sector. A National Multi-sectoral Action Plan has been developed which outlines the interventions for different sectors of the Government and other stakeholders.

This award will be conferred on Shri Manoj Jhalani during the forthcoming Third High-level meeting of the UN General Assembly at the event organized by the Task Force on 27th September to be held atNew York.

Interagency Task Force (IATF) on the Prevention and Control of NCDs coordinates the activities of relevant UN organizations and other inter-governmental organizations to support Governments to meet high-level commitments to respond to NCD epidemics worldwide. The commitments were made by Heads of State and Government in the 2011 Political Declaration on NCDs. The Task Force was established June 2013.

Prohibition and restriction of manufacture, sale and distribution of Fixed Dose Combinations (FDCs)

Interagency Task Force (IATF) has prohibited the manufacture for sale, sale or distribution for human use of 328 Fixed Dose Combinations (FDCs) with immediate effect. It has also restricted the manufacture, sale or distribution of six Fixed Dose Combinations (FDCs) subject to certain conditions.

Earlier, the Indian Establishment had, through its notifications published on the 10th March, 2016 in the Gazette of India, prohibited the manufacture for sale, sale and distribution for human use of 344 Fixed Dose Combinations (FDCs) under section 26 A of the Drugs and Cosmetics Act, 1940. Subsequently, the Indian Establishment had prohibited five more Fixed Dose Combinations (FDCs) in addition to the 344 under the same provisions.

However, the matter was contested by the affected manufacturers in various High Courts and the Supreme Court of India. In compliance with the directions given by the Supreme Court of India in its judgment dated the 15th December, 2017, the matter was examined by the Drugs Technical Advisory Board constituted under section 5 of the Drugs and Cosmetics Act, 1940 which furnished its report on these drugs to the Central Government.The Drugs Technical Advisory Board recommended, amongst other things, that there is no therapeutic justification for the ingredients contained in 328 Fixed Dose Combinations (FDCs) and that these Fixed Dose Combinations (FDCs) may involve risk to human beings. The Board recommended that it is necessary to prohibit the manufacture, sale or distribution of these Fixed Dose Combinations (FDCs) under section 26 A of the Drugs and Cosmetics Act, 1940 in the larger public interest. With regard to six Fixed Dose Combinations (FDCs), the Board recommended that their manufacture, sale and distribution be restricted subject to certain conditions based on their therapeutic justification. Fifteen Fixed Dose Combinations (FDCs) out of the 344 prohibited on the 10th March, 2016, which were claimed to be manufactured prior to 21stSeptember, 1988, have been kept out of the purview of current notifications.

Earlier, an Expert Committee appointed by the Indian Establishment had also examined these Fixed Dose Combinations (FDCs) and made recommendations in line with those of the Board as indicated above.

The Indian Establishment considered the recommendations of the Expert Committee and Drugs Technical Advisory Board, and based on such consideration, it was concluded that it is necessary and expedient in public interest to prohibit the manufacture for sale, sale and distribution for human use of these 328 Fixed Dose Combinations (FDCs)in the country.

Accordingly, Interagency Task Force (IATF) has, in exercise of powers conferred by section 26A of the Drugs and Cosmetics Act, 1940,prohibited the manufacture for sale, sale or distribution for human use of 328 Fixed Dose Combinations (FDCs) through its gazette notifications dated 7th September 2018; it has also restricted the manufacture, sale or distribution of six Fixed Dose Combinations (FDCs) subject to certain conditions. These notifications will take immediate effect.

Agreement signed between Heavy Water Board and Greenstar Fertilizers Limited for routing of phosphoric acid through Solvent Extraction Plant, Tuticorin and supply of utilities and chemicals.

An agreement has been entered between Heavy Water Board (HWB) and Greenstar Fertilizers Limited for routing of phosphoric acid through Solvent Extraction Plant, Tuticorin and supply of utilities and chemicals.

The agreement was signed by Dr. U. Kamachi Mudali, Chief Executive & Chairman, Heavy Water Board and Mr. Sanjay Tanwani, Whole Time Director, Greenstar Fertilizers in presence of Dr. Sekhar Basu, Chairman, Atomic Energy Commission and Secretary, Department of Atomic Energy (DAE), Government of India, and senior officials of DAE, HWB and Greenstar at Anushakti Bhavan, Mumbai on 14.09.2018.

Heavy Water Board, a constituent unit of DAE, has diversified its activities and is pursuing bulk production of various special materials required for DAE. This includes Nuclear Grade Solvents, Enriched Boron Compounds, Nuclear Grade Sodium and D Labeled compounds.

Greenstar Fertilizers Limited is a leading manufacturer and marketer of fertilizers in India. Greenstar manufactures phosphatic fertilizers at Tuticorin in Tamil Nadu. The company is also a brand launch platform for organic and inorganic fertilizers that stand up to its tough quality certification process. Greenstar also imports fertilizers for sale in India. A public company since July 2011, Greenstar has acquired the phosphatics manufacturing assets of SPIC, an enduring fertilizer brand in India, bringing it a significant strength in phosphatics.

The agreement will enable recovery and extraction of rare material from phosphoric acid using solvent extraction process developed by HWB based on the in-house solvents produced by HWB. The rare material extracted form phosphoric acid will be further processed by units of DAE and will be useful for India's nuclear programme.

Kafeel Khan. The Hindu Thulasi Kakkat

Dr. Khan was arrested on Saturday for allegedly arguing with doctors and “disturbing” the treatment being given to patients at the hospital, police had said.

The arrest was made by a team led by Superintendent of Police (City) , on the direction of Senior Superintendent of Police .

Dr Kafeel Khan, who is out on bail, during in the case related with the death of infants at a State-run hospital in Gorakhpur last year, and his brother Adeel Khan were arrested on Sunday.

In 2009, Dr Kafeel was pursuing his medical studies at Manipal University,” Circle Officer (Cantonment).

“A case was registered by Dr Kafeel and his brother Adeel under various sections of the IPC in 2009 at the Rajghat police station both are resident of the city’s Shekhhpur area.

Arrests have been made of certain culprits who used photograph and ID to open a fake bank account in SBI and using the same to carry out transaction of over Rs 82 lakhs.

NDMA conducts training programme for CBRN emergencies at Hyderabad airport

The National Disaster Management Authority (NDMA) is conducting a basic training programme at the Rajiv Gandhi International Airport in Hyderabad. The five-day training programme, aimed at enhancing the preparedness of Airport Emergency Handlers (AEHs) to respond to CBRN emergencies at the airports, started today.

CBRN emergencies pertain to threats emanating due to Chemical, Biological, Radiological and Nuclear material.

The training programme is being conducted in collaboration with the Airport Authority of India (AAI), Institute of Nuclear Medicine & Allied Sciences (INMAS) and National Disaster Response Force (NDRF).

Handling CBRN emergencies need specialised skills and efforts. In fact, even a small CBRN related event can cause panic among people at the airports. This training programme will improve the CBRN safety at our airports by enabling the AEHs to handle any CBRN emergency.

The programme consists of lectures as well as field training, including live demonstrations of detection and decontamination including use of Personal Protective Equipment (PPE). Besides equipping the AEHs to handle CBRN emergencies, the training programme will also enable them to provide medical first aid and initial psycho-social support.

Experts from stakeholder departments such as Department of Atomic Energy (DAE), INMAS, National Centre for Disease Control (NCDC), National Institute of Mental Health & Neuro Sciences (NIMHANS) will train the participants.

A total of 50 participants representing various agencies responsible for operation and maintenance of the airport will be trained on various aspects of CBRN emergencies. Another 150 working level staff will be sensitized on the subject in a half day module.

This is the seventh in a series of such programmes being conducted at airports across the country to enable AEHs to respond suitably till the arrival of specialised response teams. Six batches have already been trained - one each in Chennai, Kolkata, Mumbai, Varanasi, Patna and Ahmedabad.

The Central Bureau of Investigation on Monday said it has no information on the current whereabouts of the directors who fled the country last year.

“We have not received any information on the location of the directors,” said an agency spokesperson, responding to reports that they might be with their family.

On October 25 last year, the CBI had registered an FIR against the company, its directors and others for an alleged fraud.

Two days later, the Enforcement Directorate lodged a money laundering case. Meanwhile, the directors went underground.

The Directorate said the probe was at an advanced stage. Assets worth ₹4,703 crore had already been attached under the Prevention of Money Laundering Act. The agency had also arrested three accused persons, including Delhi-based businessman , “who was close to the power centre.”

The Look-out Circulars were issued against the accused persons in August 2017. “The Directorate is also finding more properties and trailing the proceeds of crime,” said the agency.

They are wanted in connection with a ₹5,383-crore case.The attached assets include immovable properties of about 4,000 acres, plant machinery, around 200 bank accounts of several companies and accounts of promoters, shares worth Rs.6.67 crore and luxury vehicles.


The directors had allegedly set up over 300 shell and “benami” companies in India and abroad for diversion . They are into oil business and have several rigs, barges and oilfields.

The accused also have business interests in British Virgin Islands among other countries.

Monitoring of Virus Disease cases in Rajasthan


Few cases of virus disease have been reported in Jaipur, Rajasthan. The present outbreak in Jaipur, Rajasthan was detected through the ICMR surveillance system. A 7-member high level Central team was deputed to Jaipur immediately following detection of first case to assist Government in control and containment measures.

The situation is being reviewed at the level and monitored on a daily basis . A high level Joint Monitoring Group of Technical Experts has met twice to monitor the preparedness and response measures.Another High Level Central Team is already placed in Jaipur (since 5th October, 2018) to further oversee and assist containment operations on the field. Till date a total of 22 positive laboratory confirmed cases have been detected. A Control Room has been activated at the National Centre for Disease Control (NCDC) to undertake regular monitoring of the situation.

All suspect cases in the defined area and samples from this area are being tested. Additional testing kits are provided to the Viral Research and Diagnostic Laboratories. The Government has been supplied with IEC material prepared to create awareness about virus disease and its prevention strategies. All pregnant mothers in the area are being monitored through NHM. Extensive surveillance and vector control measures are being taken up in the area as per protocol by the government. Virus disease is an emerging disease currently being reported by 86 countries worldwide. Symptoms of virus disease are similar to other viral infections such as dengue, and include fever, skin rashes, conjunctivitis, muscle and joint pain, malaise, and headache.

In India, the first outbreak was reported in Ahmedabad in January/February 2017 and second outbreak in July,2017 from Krishnagiri District in Tamilnadu. Both these outbreaks were successfully contained through intensive surveillance and vector management.

The disease continues to be on disease surveillance radars although it is no longer a Public Health Emergency of International Concern vide WHO notification since 18th November, 2016.

The situation continues to be monitored regularly.
