Jammu and Kashmir to construct 20,000 flats for cops on self-financing basis

The Jammu and Kashmir Administrative Council, headed by Governor Satya Pal Malik, on Thursday approved the proposal submitted by the State Home department for construction of 20,000 flats “on a self-financing basis” for police personnel. The move comes in the backdrop of frequent abductions and killings of policemen in their native places in Kashmir by militants.

“There are extremely limited housing facilities for the Jammu and Kashmir police personnel. The objective of the proposal is to create affordable housing facilities for various categories of police personnel along with other amenities. In this way the long-pending housing needs of the police personnel will be met,” a government spokesman said.

Around 10,000 flats will be constructed in the Kashmir division and 10,000 in the Jammu division “at one or two locations, subject to the availability of land in each place”.

“These flats would be in multi-storied apartments. It will consist of two, three and four BHK. The apartment complex will be provided with the required facilities such as parks, playgrounds, shopping areas etc.,” said the spokesman.

The flats, the administration said, will be constructed over a period of two years for which the State land will be provided by the government on nominal charges. “The flats will be allotted to intending police personnel on self-financing basis. The government will facilitate provision of loan from Jammu and Kashmir Bank and other banks,” said the spokesman.

Official figures suggest that the total strength of the Jammu and Kashmir police force is 83,000. The new accommodations will be in addition to the housing facilities already offered in Srinagar and Jammu. Besides, the police have residential quarters in all district police lines.

The plan is bigger than the one the Maharashtra government undertook for its 1,90,000 police personnel by providing 8,000 houses in 2016.

The Jammu and Kashmir State police have lost 37 personnel, including eight Special Police Officers, in militant attacks and abductions till October this year, highest in the past one decade. This year, militants also managed to raid houses of the relatives of the policemen, including the houses of officers of the rank of Deputy Superintendent of Police.

Conference on ‘Modernization of Police Communication and Challenges thereof’ begins in New Delhi

The two-day Conference on ‘Modernization of Police Communication and Challenges thereof’ will begin here tomorrow. The Minister of State (IC), Ministry of Communication, Shri Manoj Sinha will inaugurate the conference. Directorate of Coordination Police Wireless (DCPW), a nodal advisory body to the Ministry of Home Affairs for the Police Telecommunication in the country is organizing this Conference.

The conference is meant to provide a forum for deliberating various issues of Police communication in the Country and also to update with the technological developments.

Deliberations and presentations by eminent personalities of telecommunication field and also leading telecom manufacturers which include discussion on the Communication Challenges faced by State Police/UTs/CAPFs, Frequency Spectrum related issues for Police Communication, Encryption in Police Communication, Next Generation/Futuristic technology for Police Security, Induction of next generations of Software Defined Radio for different application in Police communication will be held during the two day Confrence.

The conference will be attended by Heads of Police Communication of all States/UTs and CAPFs. The Senior Officers from Ministry of Home Affairs, Wireless Planning Commission, Department of Telecommunication, Telecom Regulatory Authority of India, Bharat Electronics Limited, Defence Electronics and Applied Laboratory and other reputed Organizations will be attending this Conference.

Beside this, numbers of Public Sector Undertakings, reputed OEM/Vendors will be presenting exhibits on the topic and developments in the field of indigenous Police Communication Equipments.

8th National Conference of Women in Police begins tomorrow in Ranchi

The 8th National Conference of Women in Police (NCWP) will begin in Ranchi, Jharkhand tomorrow. The two-day conference which is being organized by Bureau of Police Research & Development in collaboration with Jharkhand Police, is the only national level platform to address the issues of Women in uniform and create an enabling atmosphere for them to maximize and optimize their professional potential.

During the Conference following Topics will be deliberated upon:

    • Unheard voices of Women in CAPF/Force – Gender neutral working places.
    • Technology for skills enhancement.
    • Empowered work space for conducive work environment.
    • Role of Women Police in Smart Cities.
    • Women in Community Oriented policing.
    • Special Training Needs for Women personnel.
    • Sexual harassment at work places - Varied perspective and management.


Eminent speakers like Justice Gyansudha Mishra, Former Judge, Supreme Court, Dr G K Goswami, IPS, Jt Director CBI , Mrs Shubhrata Prakash, Addl CIT, New Delhi and Mrs Rekha Sharma, Chairperson, National Women Commission would be deliberating / participating during the conference. In addition to them, many other experts would be deliberating during the conference.

It was a long felt need to have an Empowered Body which shall deal with capacity building of women police personnel and provide adequate exposure in the core police functions for achieving absolute professionalism. NCWP has unfolded as a total solution for accomplishing this goal. The debut to augment this effort was made in 2002 by organizing the 1st edition of NCWP in New Delhi by BPR&D in collaboration with Delhi Police. Women Police personnel cutting across different ranks, from across states / UTs and CPOs enthusiastically participated in the conference to have their voices heard, which have been usually and traditionally dominated by the male members.

NCWP has been continuously working on strengthening and monitoring of mechanism to deal with sexual harassment in all the Police Organizations / CPOs by suggesting active ways and means. Sincere efforts have been made for issues related with gender sensitization for all police ranks, exclusive infrastructural development for women police like rest rooms, toilets, crèche etc., equal opportunities for women in career planning and other welfare measures like maternity and child care leave, police housing for women workforce etc.

All India Heads of Police Communication Conference


All India Heads of Police Communication Conference on ‘Modernization of Police Communication and Challenges thereof’ here today. Among Senior Police Officers of the country and congratulated the Directorate of Coordination Police Wireless for organizing this Conference. Directorate of Coordination Police Wireless as a nodal agency for Police Communications is shouldering responsibility of bringing the Communication facilities to Police operations in a most effective manner, apart from various coordinated activities.Glad to know that Directorate of Coordination Police Wireless is manning a Nationwide Communication network connecting all States, Union Territories and the Central Armed Police Forces (CAPFs) as an additional support to all these Organizations.

Director, Directorate of Coordination Police Wireless also addressed the delegates and the guests and thanked their presence in the Conference.

The theme of the two-day conference is “Modernization of Police Communication and Challenges thereof”. The purpose of the Conference is to bring all stakeholders together on one platform to address outstanding issues, share best practices, address all domains of Communication and encourage Innovation and Modernisation in the field of Communication.
