Disability Rehabilitation Centres to be strengthened nationwide

Disability Rehabilitation Centres (DRCs) provide comprehensive services to persons with disabilities and facilitate creation of infrastructure and capacity building at the national level for awareness generation, rehabilitation and training of rehabilitation professionals. DRCsscheme has been revised with effect from 01-04-2018. The salient features of the revised schemes are: - Increase in honorarium and contingency by 2.5 times; Grant-in-Aid for equipment increased from Rs. 7 lakhs to Rs. 20 lakhs at the time of setting up of DRC; Upto 75% of the Grant-in-Aid can be given on the recommendation of District Magistrate/Collector; Payment for rentals of leased premises; Funding of DRC from SIPDA rather than DDRS and Number of staff has been increased from 10 to 12.

Four and half years and for the first time since independence of our country, it has registered six records in the Guinness Book of World records.He added that Universal Identity Cards for the Divyangjan are being prepared, which will be valid nationwide for availing all benefits meant for Divyangjan.24 States have started process of making Universal Identity Cards.

The participants in the one day conference include District Magistrates of the districts where DDRCs have been set up, Principal Secretaries Social Welfare Department of various states, reputed NGOs, District Social Welfare officers and eminent Doctors etc.




The salient features of the Disability Rehabilitation Centres are:


1. 310 districts have been identified and 263 DDRCs have been set up;

2. Awareness generation, early intervention and assessment of the need of assistive devices to Divyangjans;

3. Therapeutic services such as Physiotherapy, Occupational Therapy and Speech Therapy etc. to Divyangjans through rehabilitation professionals; and

4. Equipment for rehabilitation services and Cost norms of the Scheme has been revised and enhanced to 2.5 times w.e.f. 01/04/2018.


Six new scholarships have been started since the year 2015 for the educational upliftment of Divyangjan. Five per cent reservation has been provided to them for higher education and four per cent in Government jobs. More than 7300 ADIP Camps have been organised by the Ministry nationwide, for distribution of assistive devices and equipments to Divyangjan. The Ministry has also arranged Cochlear implant surgeries to 1300 hearing impaired children.


He called upon all sections of society to come forward to help the Divyangjan in bringing them into mainstream to optimise their full potential. Now many Divyangjan have become self-reliant and earning member of their families.The conference is organized for taking the message of DRCs further, which play a crucial and central role for the wellbeing of Divyangjan and to give clarification about the mechanism of schemes and disseminate the success stories.

‘National Conference of District Disability Rehabilitation Centres’ at Dr. Ambedkar International Centre, New Delhi on 14th September, 2018. Shri Thaawarchand Gehlot, the Minister of Social Justice & Empowerment will be the chief guest on the occasion, the Ministers of State for Social Justice and Empowerment, will also preside over the function.

The participants in this one day conference include District Magistrates of 263 districts were DDRCs have been set up, Principal Secretaries Social Welfare, reputed NGOs, District Social Welfare officers, eminent Doctors etc. The conference is organized for taking the message of DDRCs further, which play a crucial and central role for the wellbeing of Divyangjan and to give clarification about the mechanism of schemes and disseminate its success stories.

Calls for Coordinated Efforts for the Welfare of Divyangjans

National Workshop on Physical & Mental Disabilities in the Light of Global Best Practices in Care, Rehabilitation & Research Held



The “National Workshop on Physical and Mental Disabilities in the Light of Global Best Practices in Care, Rehabilitation and Research” here today. he Workshop was organized by the Department of Empowerment of Person with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment and hosted by National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD), Chennai.



This workshop has been organized to promote the best practices from across the globe in the area of care, rehabilitation and research in relation to the 21 disabilities of RPWD Act 2016. In April 2017, the Rights of Persons with Disabilities Act, 2016 came into force. It provides for various rights and entitlements for PwDs and casts responsibility on the State/UTs to take various measures to ensure that the PwDs enjoy their rights equally with others. It also mandates the States/UTs to frame various schemes/programmes, work out mechanism and implement best practices to ensure inclusion and empowerment of PwDs. Keeping in view the mandate of the new Act, both Central and State/UT Governments must implement global best practices to meet the needs of the Divyangjan through a lifecycle approach.

He hoped that the workshop will help the participants in acquiring increased knowledge and develop a comprehensive plan, with clear objectives, towards local and national capacity building for attaining the agenda of Sustainable Development Goals. To implement the best practices, strong commitment and actions are required from all stakeholders.

The Minister said that implementing the best practices requires involving different sectors – health, education, social protection, labour, transport, housing- also different agencies, - government, Civil Society organizations, disabled People organizations, professionals, the private sector, people with disabilities and their families. It is essential that a developing country like India tailor its actions to address the existing challenges of Early Identification, Early Intervention, Education, Skilling, Employment, Home Living and Community Livings as it looked upon as a Model developing state; making it very vital that we establish infrastructure, scientific strategies and protocol of services for all the disabilities covered under RPwD Act.

The National Workshop had experts in the field of disabilities, including: Orthopaedic Disability, Cerebral Palsy, Muscular Dystrophy, Dwarfism, Leprosy-cured person, Acid-Attack victims; Visual Impairment; Hearing impairment; Speech and Language disability; Intellectual disabilities; Specific Learning Disabilities; Autism Spectrum Disorders; Mental Illness; and Disabilities caused due to Chronic neurological conditions like Multiple-Sclerosis, Parkinson’s Disease; Blood disorders like Haemophilia, Thalassemia, Sickle-Cell Disease; and Multiple Disabilities.

The experts were invited from premier rehabilitation institutions, hospitals, universities, and RCI recognized institutions from across the country. The workshop was attended by over 250 participants from State and Central Government officials, Universities, National Institutions, Eminent Hospitals, Eminent NGOs, Scientists, and Experts of repute from the disability sector. An overwhelming response was received from each leading stakeholder of different states of the country, including Government and Non-Government Organizations. Principal Secretaries, Secretaries, and Commissioners of Health, Social Welfare, and Disability Department from different states have confirmed their participation of the workshop. The Chief Medical Officers of many important cities and District Social Welfare and Disability Officers participated in the programme. The Heads of leading NGOs from across the country also participated in the workshop.

The objective of the workshop was to help our country’s commitment under the UNCRPD, RPWD Act and help establish uniformity in the services for persons with disabilities. It also supported protocol development in the service delivery; promote replication of global best practices; and encourage adaptation of global best practices to Indian context. The workshop assisted in implementation of best-practices for the 21 disabilities covered under the RPWD Act. It helped fine tune our practices of disability-specific, discipline-specific, model-specific, approach-specific holistic-services and Community Based Rehabilitation (CBR) models. The reservoir of knowledge generated was disseminated to all stakeholders for improving the standards of service delivery with an aim to improve the quality of life of persons with disabilities and their families.

The outcome of this Workshop is to share, implement and bring uniformity in global best practices for empowerment of persons with disabilities (Divyangjans) in India specially in the context of 14 new disabilities of the RPWD Act 2016. The workshop witnessed the best practitioners from across the nation in each of the 21 disabilities as per the RPWD Act. It also came up with recommendations for Government, Service providers, activist, policy makers, educationalist, and professionals to implement RPWD Act, by adopting the best practices.

Aids & Assistive Living Devices Distributed to Divyangjans & Senior Citizens in Adip-Rvycamp


An ADIP-RVY Distribution Camp for free of cost distribution of Aids and Assistive Living Devices to Divyangjans and Senior Citizens . The distribution camp function was presided over by Shri Ramesh Bidhuri, the Member of Parliament, South Delhi. Artificial Limbs Manufacturing Corporation of India (ALIMCO), a PSU working organized it in close association with District Administration, South Delhi.


Welfare of Divyangjans and Senior Citizens. Such camps are regularly organized to benefit them. The categories of Divyangjans have been increased from 7 to 21 and the reservation quota of Divyangjans has been increased from 3% to 4%. The work of Universal ID Card for Divyangjans is in progress.

Under ADIP Scheme, 352 beneficiaries were distributed Aids & Equipment worth Rs. 50 Lakh and 54 thousands as the details given below:-
