I think maybe that after reading reports and analyses on Pakistan's economical and political stability from international sources for the past few years, I have now come to believe that a country like Pakistan which has trade imbalance with all of the world, owes international financial institutions $105 Billion, has no manufacturing industry except a few surgical instruments, cricket bats and footballs being made in Sialkot and is one of the most corrupt nations of Asia, cannot wage war. It cannot wage a war at least in the current scenario. People here in this thread are so eager to hear from Imran Khan a decision to wage war with India on the forth day of eid or after eid holidays (after we are fully done with our Qurbanis because it is so convenient for Pakistan to wage war).

Pakistan is now a nuclear armed nation and hence sub-conventional war (Mujaheddin attack) is probably the only best (or worst) possible solution to try and help the Kashmiri brethren. If Pakistan wages an all out war and even gets great advancements in the early stages, will soon exhaust itself as India will be able absorb a lot of damage and the sanctions from the international community and Muslim Ummah would cripple the remaining will and capability of Pakistan to continue any war. Soon India could force Pakistan to either use the nuclear option or lose large chunk of territory to India.

The bottom line is that, not the current government, but the state of Pakistan is in a difficult situation as few options are on the table and all of them are quite grim and put the future of the region including Kashmir at stake. One could hope that Pakistan comes up with a cunning plan which can put India into a difficult situation instead (any ideas?). I think hostile actions only have a ~5-10% chance of working out for Pakistan because we are like a student in a class that no one likes. If we start the fight, even the students who don't usually fight, would throw in a punch.
