When you have to use spares or do any maintenance your system is not available.
It's not as simple as that. When you have a critical asset, you can keep its availability up by storing a disproportionate amount of spares. That way the only time the asset is down is when there's a very critical failure of the airframe or FBW, which is extremely rare to the point that it's unlikely to happen.
Fighter jet availability is always low because spares and engine availability is not optimum.
Otoh, if the Phalcon is down due to engine trouble, the faulty engine is replaced with a spare so the Phalcon is available for operations while the faulty engine is taken away for repairs. They do not risk grounding the plane.
Of course, during non-emergencies the Phalcon has a lower availability, but that's out of choice rather than compulsion.
Anyway your claim is: IAF has a Russian IL76 based platform with 100% availability ... enough said.
Phalcons have been flying with 100% availability every day for almost 2 months now.
Rest assured, all 3 Phalcons can fly 24/7 for many, many months. We have enough crew and supplies for that.
It didn't appear so on Wednesday 27th February 2019.
The radar images from the 27th that the IAF revealed are from the Phalcon.
