As it announced a whopping $2.29 billion in new military aid to Pakistan despite India's concerns in this regard, the US has said its ties with Islamabad do not come at the expense of India and vice-versa.

"This is a subject (India's concerns about US military assistance to Pakistan) that comes up in all of our discussions with high-level Indian officials. It comes up in all of our discussions with high-level Pakistani officials," US State Department spokesperson P J Crowley told reporters when asked about New Delhi's concerns on the issue.

"We continue to provide the same message to both countries. This is not a zero-sum proposition. Our assistance to Pakistan does not come at the expense of India, and our relationship with India does not come at the expense of Pakistan," he said.

Less than a month ago, India's defence minister AK Antony in his meetings with US secretary of state Hillary Clinton and defence secretary Robert Gates had expressed his concerns that US military aid to Pakistan normally ends up being used against India.

Clinton yesterday announced a new $2 billion security assistance package for Pakistan, as she pushed Islamabad to take stronger action against terrorists within the country, thus ignoring India's concerns.

She also announced another 29 million aid to Pakistan in International Military Education and Training (IMET), thus increasing the total aid package to $2.29 billion.

"This is a subject (India's concerns about US military assistance to Pakistan) that comes up in all of our discussions with high-level Indian officials. It comes up in all of our discussions with high-level Pakistani officials," State Department spokesperson PJ Crowley told reporters when asked about India's concerns in this regard.

"We continue to provide the same message to both countries. This is not a zero-sum proposition. Our assistance to Pakistan does not come at the expense of India, and our relationship with India does not come at the expense of Pakistan," he said.

Crowley, however, dodged the question on if there is any safeguard in the aid package to prevent Pakistan from diverting the money from counter-insurgency or counter-terrorism purposes.

"Well, all countries are sovereign, but by the same token, we've tailored this package we believe to improve training and equipping that is focused on our counter-insurgency programmes," he said.

"We are committed to a multi-year programme that will involve working with Congress on annual appropriations," Crowley said when asked whether in the request to Congress there are any provision for yearly monitoring of the US aid to Pakistan.

He said the US wants to see a secure, stable peaceful in the region.

"It is in our interest expressly because there are extremists in the region that threaten countries there and countries here in the West," he said.

"We want to see a continuation of the kind of determined effort that Pakistan has shown over the past year or so, and what we're seeing here is an investment in the very capabilities that we believe can help Pakistan continue to carry out its counterinsurgency responsibilities," Crowley said while defending the Obama Administration's decision to give fresh military aid package to Pakistan.

They are serious in India's security concerns. Our real concerns is not the money they are pouring into PAK or PAF's F-16s, but terrorism. Don't get swayed by opinions, they seem committed to WOT... what could be better news than this? As long as US is in and around PAK there will be not terror attacks from PAK's soil, non-state or otherwise...

To be fair, PAK does need the money for their share of expenditures and this should not be of any concern for us at all.
 
They are serious in India's security concerns. Our real concerns is not the money they are pouring into PAK or PAF's F-16s, but terrorism. i know that they want stronger ties with india for there own interest but sometimes i feel that there policies toward us were reflecting there double standard mind.

WOW! How enlightening are USA's words? First sell the C-130Js to India and then Obama making an offer to PRC on the same aircraft. Then giving aid equipment to Pakistani military at the same time and finally capping it with "relations not at expense of India".

I think that we're running into US arms a little too fast than we should actually be. This Manmohan not-so-Singh government is simply deviating from our independent international stand and attempting to become a lackey to foreign powers (as if we're not already de facto ruled by a foreigner).

This regime is not good for being a strong independent India and has to be changed. Wonder why the opposition is sleeping.

I love the way this Indian newspaper took a statement and cut it in half to please the Indian audience. The full statement says that relations with neither India nor Pakistan are at the other's expense.

Secondly, let's please not read too much into words. They are worth nothing. What is meaningful is to look at actions. If anyone thinks that the US-origin weapons being purchased by Pakistan are to be used exclusively against one party or another, they are living in a fool's paradise. Pakistan will use everything at its disposal against whosoever poses a threat to Pakistan. I think anyone with half a mind would understand this as a basic reality.

So all these statements, "We are not building up Pakistan's military potential against India", or "We are not advancing relations with Pakistan at India's expense" etc. are not worth the paper they are recorded on.

C'mon Tech, we both know how this works. Normally the media who wastes no chance to rip into the failures and misses of the respective govts, becomes oh! so nationalistic when it comes to Indo-Pak. And this happens on both sides of the border. Case in point, the rebuff of the US to Pakistan on mediation on Kashmir is projected as following in the DAWN

To be fair to both Indian and Pakistani newspaper, both of them quoted the actual sentences in the body of the article. Only the heading was skewed :)
 
USA Has been giving a stand line of answer to all indian crying...Releations with pakistan not at india expense or vice versa!
 
US is buttering us,so let them.
We should be careful.
US will try to hamper India's and China's growth for its own sake.
But we should be aware!
