Bar codes are not RFIDs or ifra tapes. Bar codes are simple codes embedded into card in lines format.

For CNIC, Passports, Visa and other cards they use encrypted numbers around the world. And Entry and Exists e.g. Airports they have scanners which can confirm the details written on the Cards. It's pretty old technology, the new technology is RFID (You might have seen e-Tags on Motorways). My guess is, since they put BarCodes on the CNIC and Passport, their machines are capable enough to track people history status and connect them with all security system BUT because of bureaucracy they are not able to achieve what they started back in Musharaf's Time. I have doubts on Barcode's security since Western countries has been moved to RFIDs and other Chip-in systems. But that can be a start (no progress since 2002) , and for atleast ECP it's pretty much achievable.

. . . . .
It contains all the data which you provide to NADRA, only can be read by a certain machine. It verifies that you are the bearer and the card hasn't been doctored.

for example ?

I dont remember exactly but whatever I provided is pretty much written on it.

It's not for human reading, these barcodes are specifically build up for machines alone. For Example, to make authorized people pass or in case of vote, one person vote only one time. The CNIC card will be swapped from the machine and the person can then vote. Attendant can't verify authenticy of your CNIC, but machines can. You might seem products at Metro, where Metro Salesman scan the product from Barcode scanner, all information do appear on the screen related to product e.g. price, product name etc.

At this moment the voter lists have been finalised and sent to NADRA for printing, this has been done after the first phase in which door to door verification campaign was done by election commision,

These Voter lists were made from the data collected in census which was carried out few months back in which they gave a form to everyones house and than collected it,it contained the name,CNIC no of people living in the home and the data from NADRA,now it is must for everyone to get his vote verified or registered even it had been registered ever before.

Now these lists are expected to be available in January, when the second phase will begin, these electoral lists will be displayed in the government school which becomes polling station during elections in each area for 20 days, people can confirm thier names in the list and if someones name is missing they can fill a form and submit it for vote to be registered,

you can get the exact location of where these lists will be available by contacting the election commision representative in your city.

you can also find many contact details of District Election Commission Office including that of your city.
(address + contact mentioned at link : Election Commission of Pakistan - Phone Numbers(AEC's & DEC's)

than it is expected that in March election commision will give an sms no on which one can send an sms and will get a reply that his vote is registered in this area, this polling station.

Remember this is an ongoing process and one can get his vote registered or confirm that he is registered anytime until the election day by contacting the election comision representative in his city.

Also according to the latest decision now all Kashmiris living in Pakistan can get there Vote registered and can cast there votes in general elections of Pakistan,

It is for all those people who have permanent address on their CNIC of Azad Kashmir and temporary address of Pakistan.

I would request you to spread the message of Vote Registration Campaign(VRC) all around you by all possible means, you can use the Facebook,Insaf.pk Forum, etc,Another way is by spreading the message through SMS from Mobile Phones.

SMS update:

To facilitate the voters, NADRA in collaboration with the ECP, will launch a Short Messaging Service (SMS) from March 1 to help registered voters check the status of their votes and particulars, he said. Registered voters can send their Computerized National Identity Cards (CNIC) number via SMS to 8300 at anytime from anywhere in the country. After sending the SMS, the voter will subsequently receive a message in Urdu containing their name, village, city, tehsil or district, location (electoral area) and the serial number of vote registered in the preliminary electoral rolls.
