setup cow milk n cheese business use its manure for biogas stored in tanks provide gas to electric generator to provide small village with power. then pump manure out of bio gas tank and spread across land for growing food for cows and if a lot food for humans. rinse and repeat. maybe use biogas to run the tractors too n milk float for deliveries. you can also feedback into power grid.

Now why this event happened in close proximity to Launch of a Massive Program for Youth in Pakistan is perhaps questionable? But the Authorities are capturing the culprit involved. it should be planned infrastructure for example you create a small plant factory and then also build small restaurants to get extra bio gas food scraps and biodiesel. india wont buy it they got million cows.
