But Liberal Democratic controlled ones in big US cities do (and they won't admit they are wrong)..and that's the problem. They also think a policy like this is not going to chase law-abiding citizens/companies away to the suburbs. If they really wanted to help their citizens they should be implementing policies ENCOURAGING businesses to move to cities to give the disadvantaged jobs...not the other way around.
