Qatar offers Egypt $3bn in aid - Middle East - Al Jazeera English
Qatar has agreed to buy bonds from Egypt worth $3bn over and above a previously announced aid package.

The announcement by Hamad bin Jassim Al Thani, the Qatari prime minister, comes as Cairo holds difficult talks with the International Monetary Fund over a loan of $4.8bn as part of a financing programme to lift Egypt's economy out of crisis.

"We have agreed to add Egypt government bonds worth $3bn," Hamad said at a joint press conference in Doha with his Egyptian counterpart, Hisham Qandil, on Wednesday.

Gas-rich Qatar has already announced an aid package of $5bn to Egypt, comprising an outright grant of $1bn and $4bn in bank deposits.

Hamad said Qatar, the biggest financial backer of Egypt's Islamist-led government, did not ask for anything in return for its aid.

Qandil lauded Qatari investments in Egypt, but insisted that those represent about 18 to 20 percent of foreign investments, and are "not as big as rumoured to be".

A delegation of the IMF is visiting Cairo for talks on the financing programme and is expected to examine Egypt's efforts at economic liberalisation.

The Egyptian government has been walking a tightrope as the measures required by the international lender are likely to generate social tensions.

The size of the loan may change, IMF officials have said, without elaborating.

Drop in revenue

Egypt's authorities believe the IMF loan will help restore investor confidence in the country, where unrest that accompanied the 2011 uprising that ended Hosni Mubarak's long-running presidency has caused a significant drop in revenue from the once-lucrative tourism industry.

Foreign reserves have plunged from $36bn to some $13bn in two years, and the budget deficit is increasing.

However, Egypt received another welcome boost on Wednesday night when Libya reportedly pledged to give Egypt a $2bn five-year, interest-free loan under.

The Egyptian state news agency MENA quoted a finance ministry official as saying that the loan would have a three-year grace period and was intended "to support the Egyptian economy and the state budget and foreign currency reserves".

President Mohamed Morsi's administration has been plagued by unrest and deadly clashes between protesters and police, blocking efforts to build broad-based support for a needed programme of economic-policy changes.

Qatar has been accused of supporting Morsi's Muslim Brotherhood.

In his remarks on Wednesday, Hamad insisted that Qatar "will not be affected" by campaigns against it in Egyptian media.

"Sadly, media are reporting positive things negatively," he said.

"But this will not affect Qatar's way of dealing with our brother's in Egypt."

I like it when Arabs help eachothers like that. Allah bless GCC and it's people, they are the true Arabs. No matter how much they get richer and stronger they don't forget their roots and culture. I watched a TV documentary about the history of horse race in UAE was sponsored by the ruler of Dubai Muhammed Bin Rashid Al-Maktoom, who gave a speech upon receiving a medal for winning a race, he said "I give this prize for the people of UAE and Arabs". Today, I watched an interview with designer of the UAE made state of the art United 40 UAV, he said "our main goal of developing this UAV is to get it operated and produced by Arab countries". The difference between GCC pateriotic Arabs and the rest is that they talk so little and work allot while others just talk and give lessons about Arabisim. That kind of Arabisim we want, proved though actions.

Usually non GCC Arabs have the same opinion as me on GCC regimes and their followers.
Am I wrong

So the US shared some technology for them to build some UAVS, at the cost of having dozens of military bases in their countries
5th fleet in Bahrain
Some F15s / F22s in UAE.
We got some troops in chuwait aswell.
Saudi had more then 60.000 a few years ago.

Is the company even owned and are the workers all imarati ? or is it just like the Caracal company, a western company under UAE flag..

They used to be, but it's getting different, thanx to Iran :)

It's the other way around, let me explain:
This UAV is entirely designed and produced in UAE, it was designed by a UAE national non-governmental company that has 10 years of experience in this field. A plant is being built in USA to produce it with TOT, and Russia as well is going to have it's TOT to get produced on it's soil. Not to mention other countries especially GCC and EU are extremely interested in having it.

80% of the employees are Emarati nationals. Caracal BTW is 100% an Emarati design and production. It's being exported to USA and EU, and adopted for Bahraini and Algerian police forces as a standard pistol.

Wikibedia says Wilhelm Bubits is the designer of the caracal.

So? Isn't it designed and produced in UAE and owned, developed and exported by UAE?

The Yabhon United 40 aircraft is exhibited at the Idex festival in the capital last month. The UAE-made unmanned drone can cruise at speeds of up to 220kph and will cost up to $30 million.

UAE's unmanned drone passes test flight

The first unmanned aerial vehicle designed and made in the UAE has passed its test flight.

Ali Al Dhaheri, designer of the Yabhon United 40 - named in honour of our 40 years of union - said test flights in Abu Dhabi last week were successful and the aircraft, known as a UAV, was ready for production.

It can carry up to 10 air-to-ground missiles with a delivery range of 60 kilometres each and fly for up to 120 hours.

"This UAV was presented at Idex 2013 [International Defence Exhibition] and as soon as we received approval from the aviation authorities, we conducted the tests," said Mr Al Dhaheri, the chief designer and chairman of Adcom Systems. "The tests have proved all the capabilities the UAV was designed for."

A drone will cost between US$20 million (Dh73.5m) and $30m.

"We are expecting sales of $500m this year and about $41.5 billion over the next few years for this aircraft," Mr Al Dhaheri said.

The planes can cruise at speeds of between 75 and 220kph, fly to 7,010 metres and are powered by a 115-horsepower main engine and an 80hp electric engine.

The United 40 is designed for strategic missions that include combat and battle damage assessment, intelligence preparation of a battlefield, special and reconnaissance operations, humanitarian aid, border surveillance and communications relay.

During last month's Idex event, Mr Al Dhaheri said that Adcom potentially had contracts with seven countries, from the Arabian Gulf and Europe.

"Our manufacturing industries are advanced - Israel and the US are the only countries who can manufacture similar drones," he said.

Over the past 24 years, Abu Dhabi-based Adcom has progressed from building missiles to developing strategic radars. It now also creates advanced communication systems.

Technical designer and developer = Wilhelm Bubits
Produced = dumb machine work which takes place in the UAE
Machines that produce these weapons are designed by the west sold to the UAE.

UAE got some western weaponmaker and paid him to design a gun for them, they place it under their flag and show off to the world.

Let us not fool ourselves

This is what the imaratis do, any idiot could do this ****!!!!!!!!!
The hard part is designing the gun, this is the same as following a manual and putting some stuff together.

Even the iraqi tabuk sniper rifle which was made in the 70s looks like 60% of a dragunov/ak 47 copy, but atleast it was modified by Iraqis.
This is BS!!

I am not sure if this is the same situation with the RPG 32

Well, it's up to you. USA itself has millions of foreign professionals from all around the world contributed considerably in it's development. It's no shame to get help from experienced nad professional people for development. Again:

RPG-32 was designed by the Russian Bazalt in cooperation with KADDB,. All I care about is that it's being produced in Jordan.

The problem with a UAV is that this is an advanced system, not like small arms.

A UAV consists of many advanced systems of which every single 1 requires a professional skills.
What part has ali al dhaheri built?

I think this is the same thing, ali has probably built some parts, the rest were supervised and maybe the 50+% of the design is from western technology..
They paid some nice money and put the UAE flag on the entire project.

UAE simply does not have such an advanced military industry to build such weapon systems on its own.
It took Turkey huge efforts and decades to start developing tanks and fighter jets now, their own UAVs.
And Turkey is a very advanced/developed nation, UAE was a desert a few decades ago with no buildings, how am I supposed to believe it..

This is what the imaratis do, any idiot could do this ****!!!!!!!!!

Since any idiot can do it, why is it being exported to USA, EU, NA, and GCC? Why most developing countries home-made pistols are copies of rusty Soveit or Western ones?

Even AK 47s used to be exported to the US, this is the economy of the west.
Buy all the stuff let the customers decide what to buy, many choices.

Americans like guns, they want to try the Caracal aswell, its not like the US army is going to use it.
