I am surprised if true

these Arab nations have very strict policy about Pakistan so if they are truly offering Visa on arrival it’s a great gesture by them

i could be temporary measure to revive/promote tourism so I don’t think it will remain forever

World cup 2022, they might want some cheap labor. I think Avanceon has a contract with them in this regard(wc 2022). Business visa or work visa take time, they will look the other way and won't do "everything legally" at this time. They just want things to be done asap.

Pakistan should improve relations with qatar even more and make them invest in Pakistan. Qatar is tiny but punches way abive its weight.
