These two will help make us understand. Hydro, coal and Wind is the way to go for Pakistan because we have resources for them here in Pakistan. Gas, LNG, Solar, Oil based and nuclear is a bad investment and is driven by kickbacks and corruption as fuel sources need to be imported. Imports mean nation is dependent for its energy needs and has to sign import deals at seller's terms. Large import deals also mean better chances of corruption.

I think the urgent matter at hand for Punjab is that , being energy deficient province, Punjab suffers from energy unavailability. The cheap energy options can be worked out after the energy sufficiency is met first with sources able to provide readily supply. The private generation costs via generators is still higher than the renewable energy sources. Once the energy supply meets demand, then as further planning the mix of cheaper sources can be enhanced.
