Govt allegedly awards contract on reduced price, allows gold extraction in guise of gravel and sand

RAWALPINDI: A massive corruption scandal has surfaced involving Punjab’s Mines and Mineral Department for allegedly allowing illegal extraction of placer gold worth billions of rupees from Indus River near Attock Khurd village.

An investigation team, headed by the director and deputy director of the anti-corruption department, has been constituted by Punjab Anti-Corruption DG Gohar Nafees. A case has also been lodged against the mining department officials and the contractor company.

Former DG Mines and Mineral Department Muhammad Zaffar Javed, ex-deputy director Rashid Latif, former managers Rafiullah Khan and Rizwan Saqib Bajwa, former geologist Usman Ali and Director Haihong Superpak (Pvt) Ltd Mukhtar Ahmad are nominated in the case.

According to initial investigation into the matter, Rawalpindi’s anti-corruption department found massive irregularities and misuse of authority in the conduct of the mining department, causing a huge loss to the national exchequer.

According to the report, not only a new zone, with placer gold deposits, was illegally created for extracting gravel and sand in the river bank, but also allegedly allowed for illegal extraction of gold worth billions of rupees.


The enquiry team was constituted on July 26 following complaints of awarding the contract on a reduced price.

Investigators have claimed that the creation of new zone for gravel and sand on Indus River bank near Wessa Khurd, Attock was illegal and unjustified and allowed with mala-fide intentions to pave the way for extraction of placer gold from the site.

They also found out that the contract price was illegally reduced from Rs303 million to Rs100 million without any justified calculations to give undue benefit to the contractor company M/S Haihong Superpak Private Limited.

The contractor company, with the help of the Punjab Mines and Mineral Department, subsequently started extraction of placer gold from the site, causing a loss of billions of rupees to the national exchequer, the report added.

Spoke to a customer today who is in mineral extraction business and a decent fellow where he mentioned it.

This is why we need to do business with the Chinese on arms length basis.

Chinese were given approval for extracting gravel from river bed for road projects.

Instead they started using the approval to extract gold.

Further according to him other chinese have hired local personnel to buy fine quality stones directly from quarries and send it to china for dumping to manipulate the market.

In the name of the CPEC many chinese here are taking the locals for a ride with collusion of other locals.

The above gold extraction is just one example.

Our rent seeking business strategy and general laziness means that we don't innovate and other people come to our country and extract resources which we could have used for economic development.

I'm glad this is finally being exposed. People think the Chinese are business minded angels. They are just like everyone else, there is good and bad amongst everyone. The only reason you see less of this corruption in their country is because their government is very strict.
