Since Tax-free budget is impossible in Pakistan I am sure it's another term to explain something else, like no further taxes for this year as compared to last year. We all know taxes are lifeline of any economy so it is not possible to make it tax free.

One question, FBR collect taxes all over the country right? And then some taxes are collected by provincial goverments also?

Services, Property,Excise, Agriculture are exclusively vested with the provincial government. Federation charges income and sales tax and Federal Excise Duty. In addition, provinces can introduce any tax which they deem fit. For example, Punjab government has proposed a luxury tax in upcoming budget.

And then provincial government hand over that tax to FBR?

Nops, the provincial government consolidate that tax in its budget along with the transfers from federation....

So next year target of 2810bn does not include tax collected by provincial governments right? I can't find anywhere how much provinces collect tax on their own. Just one report which KPK revenue collection increased 212% this year.
