PTI plans to introduce e-Government initiatives to reduce corruption

KARACHI: The upcoming Pakistan Tehreek-e-Insaaf (PTI) government is ready to convert the conventional government system with e-government system by allocating $2billion, in order to facilitate public with lucidity & competency for a better Pakistan.

According to PTI digital policy, this e-government will mainly spotlight on private-public partnership in the information technology region of Pakistan, enabling 1 million supplementary jobs.

According to sources, it is revealed that many countries are saving billions of dollars by the help of implementation of e-government, as it creates transparency between the public and the government rules & regulations.

PTI in its manifesto stated that they intend to generate 10 million jobs in the period of next five years, 1 million will be created in the IT sector through early stages training and a special focus will be mainly on exports and related jobs. PTI has aimed to allocate $2 billion for citizen services, digital infrastructure and different e-government proposals in the next five years.

Also, the incoming PTI government envisage to enlarge the tax net by the help of automation initiative in government services, in order to keep a track on corruption and to enhance competency level in services for citizens.

The new PTI government is also planning to collaborate with the private sector instead of any competition with them.

PTI, in its policy has also proposed the setting up of Knowledge Economy Authority with cross-sectional powers within all government departments, which will be managed by the private sector’s chief information officer.

Certainly looks like a proper initiative on national level if citizens can pay for basic stuff like

  • Permits / Licence / Parking Tickets
  • Property Tax
  • Property Record clarification
  • File Taxes online
  • Request for Passport
  • Education Verification
  • Various other services

Such systems are already in place in western nations for at least 10 years so Pakistan needs to catch up in this segment

The NADRA initiative under Musharaf was great start now it needs a boost

Lot of Jobs in IT sector
a) Network engineers
b) Programmers
c) System Analyst
d) Database developers
e) Project Managers
f) Business Analyst

Lot of Jobs in Administration
a) Admins of systems
b) Approver of applications
c) Accountants who work with financial reporting from systems
d) Financial planners who keep budgets in check
e) General service workers who process application / Data entry / Call centers
f) Human resource staff who do hiring nationally

None Technical Jobs
a) Office maintainers
b) Cafeteria
c) Clerks / Mail folks
d) Secretaries
e) Janitorial staff


  • Indirect Jobs (Office creation / Construction / Labour jobs)

Typically when you imagine 1,000-2,000 cities of Pakistan offering these services from Office or Internet you can imagine the size and scope of the Job creation process


With Digital system , and digital track of Petition / requests and time it takes to process a citizen's request , it will cut down corruption by 80-95%

e government alone is not going to do anything unless accompanied by transparency. For starters make available online every single penny expensed by each provincial or national member of assembly on anything including their travel, phone, entertainment, health, etc. Pakistani citizens should be able to see where there tax money is going. Ban foreign travel for health treatment, they should get treatment in government hospitals that they have built for Pakistani people, if they want better then they should pay it from their own pockets. Take away police security provided to them all, if they do good deeds no one would harm them or otherwise face the people they loot. Take away government provided residences and cars and drivers, like every other citizen who works pay for these things from their own pockets.

Well E-Government ensures , that each transaction (purchase/sale history) is recorded in digital system and that helps create accurate reports

You can track , how may permits were issued and how much money was collected vs what was suppose to be the collected target. If anyone is stealing money the number shows up difference.

Difficult to take any bribes in digital system

Stuff by hand to hand , money transfer or exchange is replaced by a digital purchase by card or AMT card or credit card

1- Government tracks your purchase history
2- You get copy in your credit card / ATM card monthly statement


Majority of orders can be ordered online as well for ease of use , or you can visit your local branch , since all orders need to be entered into Systems , very difficult for anyone to inflate or deflate money being collected

Which ministry does this come under?

This system looks very similar to how UK gov is now operating where the various government departments have been migrated to one platform.
 
They plan to do a lot of things, however, they have given the IT ministry to MQM. So say goodbye to any anticipated IT reforms.

If MQM minister does not work he will be fired. Remember PM is from PTI not MQM and the latter party has only 6-7 seats which PTI won't even need after by-elections.
 
That is not correct.
e governance is different from transparency. btw e governance is now giving way to m governance (making all e government services available on mobile devices) in many countries.

e government means making available government services online. For example if you need you ID card or passport renewed, or pay MV tax you do so (apply) online at your convenience from the comfort of your home/office instead of going to respective offices, stand in line and waste your time and energy.

it does not mean transparency. When I say transparency I mean visibility to mainly financial transactions by public office holders. for example which elected member claimed how much for medical expenses every year, or food expenses of PM and President houses, motor vehicle purchases, fuel cost, etc. so that people know where there money is being spent by these people and whether that is justified or not.

Every elected member must open an office in the constituency where he is selected from and be present there for specified and stated times every single working day of the week, so people can access them for their issues or asking questions about why did he claim X amount of money for whatever purpose.

  • Permits
  • Property Deed records
  • Driver Licence records purchase
  • Criminal record checks for Jobs
  • Application for Passport
  • Application for Health / Insurance records
  • Driver Licence renewal purchase
The history is maintained to track any complaints or excessive fees charged however it is very difficult to charge more then official value as all fees are openly shared and collected by digital means


If every thing becomes digital much of which you can order online , the chance of corruption reduces considerably

If anyone has complaint about a bribe , the person who worked on the Transaction can be identified by checking records to track him / her down for reviewing their suitability for government office

we need
1. payment system like china did, which is cheap eneough to be adopted(VISA, MASTER is not cheap, high merchant fees) this will enable online banking
2. all records to be online
3. a single health electronic system
4. single education system with elibrary and providing children with eink cheapt tablet(an e ink pad is very cheap to develop, will cost less than 500 rs) that can access that library in every school. this can replace the cost books given by govt for older children(they can buy books on their own if they want)
5. ensure transfer of technology as china did, this is goign to be difficult but if all state goes to a single vendor it will be easy, e.g buy CT scan machine from single vendor who is ready to produce equipment home, this is exactly what china did and brought in technology
6. knowledge based econmy
7. strict punishement , e.g who ever took money to build ghost schools should have all there property confiscated
 
Well e-Government makes it possible for you to do all your necessary tasks from comfort of your home
but it keeps digital copy of your activities for confirmation of what you bought or how quick was service provided to you from government

Alternatively you can also go the branches to get services more time consuming but same process

Example:
  • If your driver licence was finishing you could submit your picture / money to issue you new licence
  • If you made some income for year, you can file your tax declaration form while drinking team fro home
