PTI kicks off agenda for change in KP


The Pakistan Tehreek-e-Insaf (PTI) and its allies in Khyber Pakhtunkhwa on Saturday embarked upon its agenda of “change” by initially forming working groups in six major sectors and setting August 31 as deadline for its implementation.

The newly-formed PTI-led coalition formally initiated its action plan to implement the first phase of its ambitious agenda for a “new Khyber Pakhtunkhwa.”

In the first phase, it targeted six areas or departments where improvement is much needed. The first phase initiated on Saturday includes public peace and security, local government, health, education, e-governance and citizens’ rights, including right to information.

The government reforms agenda is primarily aimed at finding out the ways and means to improve security situation, empower the people by installing elected local governments in the province and ensure good governance and transparency in the working of the government within next two months.

The government formed specific working group for each reforms area and a timeline and terms of reference (ToRs) have also been given to each group to submit its report.

According to the notifications of the Reforms Implementation Cell headed by chief economist Shahab Ali Shah, each headed by its concerned provincial minister, the working group with secretary of the department and experts and specialists in the relevant field from the public and private sectors would be members of the group.

The notifications said the working group on public peace and security would assess the threats to security, including intrusion from tribal areas, movement across the porous border, diverse tactics of terrorists, sectarian issue, Afghan refugees and internally displaced persons (IDPs).

It will also suggest the action plan to shift policing in the province from reactive to proactive and reorganise police stations till August 31. It will work out the plan to set up district intelligence unit and surveillance system in Peshawar by the end of August.

The 12-member working group on local government and rural development headed by its minister Inayatullah Khan has members such as MNA Shafqat Mehmood, Agriculture Minister Shehram Khan, Communication and Works Minister Yousaf Ayub Khan and QWP’s Aneesa Zeb Tahirkheli.

It will submit its report on August 31 making special reference to the holding of local government elections and putting in place the village councils and town committees as the centre piece of revival of self-governance at both the rural and urban levels.

The working group on institutions building and people’s rights will prepare a draft bill of access to information law for the approval of the cabinet and provincial assembly till July 15 while e-governance working group will file its report by July 5.


Another major reforms area of the PTI-led coalition agenda for which a working group has been formed is the health sector. Led by provincial health minister Shaukat Ali Yousafzai, the group’s members include known physicians Dr Yasmeen Rashid, Dr Muhammad Daud, Dr Faisal Sultan of Shaukat Khanam Memorial Hospital, Dr Lubna Hassan, Dr Parveen Azam, Dr Sabina Imran Durrani, Dr Asad Hafeez, Dr Babar T. Sheikh and secretary health.

The provincial government has tasked the health sector working group to come up with its report on July 25. The proposed reforms would cover integrating preventive healthcare, immunisation at Basic Health Unit (BHU), making District Headquarters Hospitals (DHQs) and THQs autonomous and appropriately empowering and revamping the management of tertiary and teaching hospitals. Its report will also include the work plan for reconstruction of Health Foundation as a fully autonomous and empowered institution as well as policy on new medical colleges.

All the working groups, the notifications said, would form sub-working groups for specified areas and tasks with the focal persons at the respective departments.
