no for the bold part .. wapda controls the distribution which is under fedral government. For the second bold part, KPK is already producing more electricty then it needs .. but most of the electrcity is distributed among other provinces so that is the reason of load shedding ...Aren't provincial govt allowed to control the distribution and production of electricity after 18th amendment and If so then what is stopping this from taking place.
If PTI can do this then not only they be a role modal for other provinces but will also prove their capabilities in management and control of provincial govt.
