Prosecutor General: Armenia Should Have Its Territories Back From Turkey

Indeed, the Republic of Armenia should have its lost territories returned and the victims of the Armenian Genocide should receive material compensation. But all these claims must have perfect legal grounds, said Armenian Prosecutor General Aghvan Hovsepyan at a conference of lawyers ahead of the 100th anniversary of the Armenian Genocide, initiated by the Ministry of the Diaspora.

International insurance agencies decided in 2007 to pay the heirs of the victims of the Armenian Genocide, but payments have recently stopped. According to the prosecutor general, the reason is pressure from Turkey. Aghvan Hovsepyan said that if Armenia possessed undeniable legal arguments, this process would have a logical outcome. According to him, this issue is up to the Armenian lawyers to solve.

“It has been a century since Armenian-Turkish relations froze, Aghvan Hovsepyan says. Though many countries recognized and condemned the Armenian Genocide, we have no significant results. I’m sure we will be at the same point in another century. Turkey’s policy of denial and geopolitical circumstances are not the only reason. I strongly believe that our position on the recognition of the Armenian Genocide and on Armenian-Turkish relations is also a reason,” said Hovsepyan.

He added that the recognition of the genocide is only one element of the Armenian cause. The settlement of Armenian-Turkish relations is of a legal character and it should be reached on the grounds of international rights. This, according to the prosecutor general, means that all international pacts related to the Armenian people and their territories should be examined.

“Otherwise we will have what we have now,” said Aghvan Hovsepyan.

Hovsepyan thinks it is wrong to not answer the Azeri balderdash that Syunik, Yerevan and Artsakh are Azeri territories.

“Wouldn’t it be more effective if we gave legally grounded answers to Azeris. For instance, in accordance with the Moscow pact of 1921, Nakhichevan was separated from Armenia and as an autonomous region was given to Azerbaijani patronage. Disregarding the legality of the Moscow pact, I should note that in 1923, Azerbaijan’s Central Committee revised the previous decision and included Nakhichevan in its composition. This decision was such an evident violation of international rights that even Turkey issued a protest note against it. Can we affirm Nakhichevan is an inseparable part of Armenia and that Azerbaijan occupied it? Of course we can, but somehow we are silent,” said Aghvan Hovsepyan.

Dwelling on international agreements relating to Armenia, the prosecutor general said that the Armenian-Turkish border is not regulated. “We have territorial disputes with both Azerbaijan and Turkey”. According to the prosecutor general, in order to solve these issues, it is necessary to work out a large package of claims with relevant legal grounds and introduce it before the authorities of Armenia with the view of submitting it to the International Court of Justice (ICJ), the principal judicial organ of the United Nations.

“I’m sure if Azerbaijan had at least one-one hundredth of our legal ground, it would have long applied not only to the International Court of Justice, but to all possible avenues”, said the prosecutor general, asking to not forget that time is working against us.

While I do agree that the armenian genocide should be recognised by the turkish goverment and formal apologies should be made i see no sense in material compensation,there were so many massacres throughout history why impose only on some nations to pay money while others go scot-free? I think the Turks have similar claims of Armenian militias (backed by Russian weapons) massacring Turkish civilians.

Yeah, this was the last time when someone wanted a territory from the Republic Of Turkey. We don't even need to discuss that. In won't take more than 12 to erase Armenia from the map :smokin:

Well,there you go ,everybody apologizes and let the past to rest? I know it's a recent trend to throw money to the victims of an agression like it was done in the Holocaust but in this case countries like Britain,Russia ,France will go bankrupt in days.Let's not be hollier than the Pope just because we're talking about the turks here.

I am saying this business of 'recognizing genocide' is not at all about apologies. It is only a prelude to far greater geopolitical goals.

Israel set the example with the Holocaust. Now everyone else wants to do the same.

That's exactly what I'm saying to.Everybody saw after the israelis that is good business financially and politically wise to milk such an issue and that's why such cases should be shut down.
 
Turkey rebukes Armenia for land claim

Armenia should know the limits of its capacity, Foreign Minister Ahmet Davutoğlu warned Yerevan yesterday, referring to territorial claims recently made by the country’s prosecutor general, as he paid a one-day visit to neighboring Azerbaijan at a critical time.

The foreign minister called on “those who dare to take a pebble from Turkey” to know their limits, according to remarks carried out by Anadolu Agency. “Apart from offering such a thing, it is out of question to think about it,” the top diplomat said.

The prosecutor general of Armenia, Aghvan Hovsepyan, recently said Armenia should re-obtain its lost territories as the 100th anniversary of the 1915 killings at the hands of the Ottomans approaches. The Turkish Foreign Ministry had expressed fury at Hovsepyan’s declaration that the border between Turkey and Armenia has never been legally established and that lost Armenian land should be returned to Armenia.

Davutoğlu said the statements made by the Armenian officials over the issue were the product of “delirium,” arguing that possible peace in the Caucasus was only possible where all parties know their limits and boundaries. “I invite all to common sense. The territorial integrity of Turkey and Azerbaijan is pivotal for us.”

Davutoğlu paid a one-day visit to Baku yesterday to hold discussions with Azerbaijani officials. According to Azerbaijan media reports, Elmar Mammadyarov, Azerbaijan’s foreign minister, gave information to his Turkish counterpart about a July 12 Vienna meeting with the OSCE Minsk Group co-chairs, which is trying to solve the Nagorno-Karabakh issue. He emphasized that Azerbaijan supports the idea of holding a meeting between the Azerbaijani and Armenian presidents over the Nagorno-Karabakh conflict.

Anadolu Agency also published a photo showing Davutoğlu being briefed by a Turkish military attaché over the Caucasus Battle. The battle consisted of armed conflicts between the Ottoman Empire and the Russian Empire in 1918 during World War I. The land warfare was accompanied by Russian naval activity in the Black Sea region of the Ottoman Empire.

The visit also came as the Turkish and Azerbaijani armies launched joint military exercises on July 12 that will run in Baku and Nakhchivan until July 28. The land forces of the two countries will be involved in the war games; an infantry division will be involved in the Baku exercises, while a mechanized infantry division will take part in the exercises in Nakhchivan. In the region, Russia and Iran are also planning to conduct a joint naval exercise in the Caspian Sea in the second half of 2013.

Davutoğlu’s visit coincides with a project to carry gas from Azerbaijan through Turkey and Greece to Europe as part of the Trans-Adriatic-Pipeline (TAP), which was officially confirmed last month.

Don't waste your breath. There are lots of people in the West, saying "Turkey should accept the genocide" while having no insight. That's typical western approach against Turkey.

The deal regarding the holocaust was signed a only few years after it happened though, so many of those paying then were directly responsible. To demand now reprimands for something that happened 100 years ago is ludicrous.
In my opinion Israel should have long ago voluntarily stopped the compensation transfers that don't directly go to the survivors, as it's a completely different generation there now. Israel is developed enough to not need money from others to take care of it's own people, there is no reason that current Germans should pay for the sines of their father and great fathers.
