I don't know how ignorant public opinions can get. Polio vaccines are classically made with live viruses or partially attenuated live viruses. The vaccine does cause polio paralysis in certain individuals with unsufficient immune systems. Nowadays vaccines of completely inactivated polio viruses are also available on the market. In China only the vaccines of live viruses are free for children (like the one shown in the picture) and they are mostly safe.

If there's no naturally occuring polio infection cases, then you would only hear the unfortunate cases caused by the vaccines.
