PRESS COMMUNIQUE

The President is pleased to make the following appointment/changes:-



(i) Shri Lal Ji Tandon as the Governor of Bihar.

(ii) Shri Satyadev Narayan Arya as the Governor of Haryana.

(iii) Smt. Baby Rani Maurya as the Governor of Uttarakhand.

(iv) Shri Satya Pal Malik, Governor of Bihar is transferred and appointed as Governor of Jammu & Kashmir.

(v) Shri Ganga Prasad, Governor of Meghalaya is transferred and appointed as Governor of Sikkim.

(vi) Shri Tathagata Roy, Governor of Tripura is transferred and appointed as Governor of Meghalaya.

(vii) Shri Kaptan Singh Solanki, Governor of Haryana is transferred and appointed as Governor of Tripura.



The above appointments will take effect from the dates the incumbents assume charge of their respective offices.

Bihar governor Satya Pal Malik was appointed the new Governor of Jammu and Kashmir by the President on Tuesday.

Mr. Malik replaces incumbent N.N. Vohra, who has occupied the J&K Raj Bhavan since 2008.

The appointment of a person from a socialist background and not from the uniformed forces, as was being speculated earlier, reflects the Centre’s willingness to continue dialogue and engagement in the State, currently under Governor’s rule.

Though there is no fixed tenure for the Governor, Mr. Vohra continued in office at the pleasure of the President of India. Mr. Vohra’s second six-year term (that equals the State Assembly’s term of six years) ended on June 25. He continued in office after the State was placed under Governor’s rule on June 20 and Centre needed an experienced administrator given the ongoing Amarnath Yatra that concludes on August 28.

Mr. Malik started out as a student leader in Meerut. In 1974 he joined Charan Singh’s Lok Dal and was elected an MLA to the Uttar Pradesh Assembly. He was later elected twice to Rajya Sabha — in 1980 as a Lok Dal candidate and in 1986 from the Congress.

However, he was disqualified from Rajya Sabha as he started attending meetings of the rebel Congress leader V.P. Singh’s Jan Morcha. In 1990 he became the Union Minister of State, Parliamentary Affairs and Tourism in Mr. Singh’s cabinet.

In 2004, he joined the BJP and contested the general election against his one-time mentor Charan Singh’s son Ajit Singh from Baghpat. He lost the elections.

A Rashtrapati Bhavan communiqué said senior BJP leader Lalji Tandon was appointed as Governor of Bihar replacing Mr. Malik, and Satyadev Narayan Arya will be the new Governor of Haryana,

Mr. Tandon was the BJP’s Lok Sabha candidate from Lucknow in 2009 that was represented by former Prime Minister Atal Bihari Vajpayee previously. Mr. Tandon remained a close confidant of Mr. Vajpayee.

According to the Rashtrapathi Bhavan release, Baby Rani Maurya will be the new Governor of Uttarakhand. She replaces K.K. Paul who was appointed by the UPA government. The only UPA era appointee currently is E.S.L. Narsimhan, who holds dual charge as Governor of Telengana and Andhra Pradesh.

Kaptan Singh Solanki, the Governor of Haryana, has been transferred to Tripura. Tripura Governor Tathagata Roy has been transferred to Meghalaya. Ganga Prasad, the Governor of Meghalaya, has been transferred to Sikkim.

Sources say the politician’s appointment as J&K Governor is a progression with the political process

The appointment of Satyapal Malik as J&K Governor on Tuesday, the first politician to hold that post since militancy hit the State in the 1980s, is a clear pointer to the government’s thinking.

According to senior sources in the Union government, the choice of Mr. Malik, a seasoned politician who has been a Socialist, a Congressman and joined the BJP in 2004 over the course of his career, hews to the road map Prime Minister Modi has for the State, especially the next six months which are crucial.

“In the late 1980s and early nineties, we had non-civilians as Governors. Then we had a career bureaucrat in Mr. N.N. Vohra. The next logical appointment was that of a politician to that post, a progression with the political process,” said a source.

Mr. Malik was to be appointed last year itself, especially because he had excellent relations with the late Mufti Mohammad Sayeed, having served in the V.P. Singh government between 1989-90. “For some reason that couldn’t happen,” said a source, “and while the relationship with the Muftis was important then, his reputation as a seasoned politician who has relationships across the political spectrum is helpful.”

There are, said a senior Home Ministry official, three basic things that are to be aimed for in the next six months. The first is to accelerate development projects. In this case, Mr. Vohra had stopped the use of the Constituency Development Fund of legislators once the Assembly was placed under suspended animation. Mr. Malik is expected to allow for its use again.

“The Assembly is in suspended animation. It hasn’t been dissolved, and legislators in order to engage in various aspects of political activity especially connected to development of their constituencies, require these funds,” said the source.

The second priority is internal security, where the Governor has a more supportive role, and his advisers a more hands-on one. “Here, the fact that he is a political appointee will help synergy,” said the source.

The third is to bridge the governance gap, in terms of appointments in key positions and cracking down on corruption. After that, the government will take a call again on how to take forward the political process, whether to announce polls, to continue with Govenor’s rule or explore options of government formation under the current legislative strength.

Sources said that ever since Mr. Vohra’s term came to an end last year (he has been on an extension), the question of who would be his replacement was being discussed at the highest level of government.

Five names were finally shortlisted, former Maharashtra Governor Vidyasagar Rao, former Home Secretary Rajiv Mehrishi, Mr. Malik, Admiral Shekhar Sinha and BJP leader Avinash Rai Khanna. “Mr. Malik was picked, despite his own reservations, as he fit the bill perfectly,” said the source.

In Mr. Jaitley's absence, Railway Minister Piyush Goyal was holding the additional charge of the Finance and Corporate Affairs portfolio.

Union Minister Arun Jaitley is back as the Finance Minister after a three month interval to recuperate from a kidney transplant surgery in May this year.

Announcing his return, a communique from the Rashtrapati Bhavan read, “The President of India, as advised by the Prime Minister, has directed to assign the portfolios of the Minister of Finance and Minister of Corporate Affairs to Shri Arun Jaitley.”

In Mr. Jaitley's absence, Railway Minister Piyush Goyal was holding the additional charge of the Finance and Corporate Affairs portfolio.

However, with the economy facing some headwinds like a growing trade deficit the falling rupee — that touched 70 mark to a U.S. dollar for the first time ever — and higher crude prices, the government has come under some sharp attack from the Opposition, especially the Congress, over the handling of the economy.

On August 19, former Finance Minister P. Chidambaram on took a dig at the Modi government by claiming that three Finance Ministers — a de-facto, a de-jure and an invisible one — handle the economy yet the management is not in very competent hands.

He said that every world renowned economist who had come to work under this government has left and “none with a worldwide reputation is willing serve under this government.”

Mr. Jaitley, in a blog the same day, hit back. “Post 2014, when the global economy was in slowdown mode, it was India and India alone which has been the fastest growing economy in the world for the last four years and has consistently overtaken China in the growth rate,” he said.

“The UPA government compromised on all macro fundamentals. It compromised on the fiscal deficit and the Current Account Deficit, it allowed inflation to spiral out of control and more so to create an illusory growth, it compromised India’s banking system through reckless lending,” Mr. Jaitley added.

Senior BJP leader from Uttar Pradesh Lalji Tandon was sworn in as Bihar Governor on Thursday. He replaced Satya Pal Malik, who was appointed as new Governor of Jammu and Kashmir by the President on August 21.

Mr. Tandon was administered oath of office by Patna High Court Chief Justice Mukesh Rasik Bhai Shah.

Bihar Chief Minister Nitish Kumar, Deputy Chief Minister Sushil Kumar Modi, and other Ministers and leaders across party line were present during the swearing-in ceremony at the Raj Bhawan.

Mr. Tandon is famously known as political protégé of former Prime Minister Atal Bihar Vajpayee who passed away recently.

In May 2009, he was elected to the 15th Lok Sabha from Lucknow seat defeating Congress party candidate Rita Bahuguna Joshi.

After resuming the charge, the Finance Minister Shri Jaitley held his First Meeting with the Finance Secretary, Dr.Hasmukh Adhia, Secretary (Expenditure), Shri A.N. Jha,Secretary (Financial Services) , Shri Rajiv Kumar, Secretary (Corporate Affairs), Shri Injeti Srinivas,Chairman CBDT, Shri Sushil Chandra and Chairman CBIC, Shri S. Ramesh among others.
