Yes you can and no one is stopping you anyway ... and this is not the point if they are Great full or not , they ( French , American , UK ) citizen went to Syria and join Rebels to Fight against a Sovereign country so i will blame them the countries they belong to for letting them go and fight and kill in other countries ..

why not ? so many people who went to Syria for Fighting were born and raised in France, UK and USA , so you a Romanian is more French than the French Themselves who is born and raised there
