This seems like another wave of terror activity in Karachi, supported by ethnonationalist elements.
Sleeper cells of BRAS is activated keep in mind BRAS is just a front of terrorist of RAW and it include Sindhudesh Revolutionary Army.

BLA is very active these days.
The excuse behind these attacks seems to be the unjust budget allocation from rekodiq of 25% to Baluchistan. It's logical and have to be divided between 4 provinces. These swines doesn't represent an average Pakistani baloch. Just proxies of India.

. .
No group has as of yet claimed the attack, which is intriguing, i wonder if it perhaps has to do with the lack of security personnel casualties and more civilian casualties.

If the target was a FC pick up in Quetta, then the "PDF MRAP Brigade" would have have screaming for MRAPs. So first question for them, why not MRAPs for Police ?

The issue is not MRAP acquisition. Cameras installed for making cities safer are not making an impact to stop such attacks. Who is watching the cameras anyway. The usual Police pickets inside the cities are not effective, they are letting terrorists slip by and mix with the crowd. They are not scanning people, bikes and vehicles. Special Branch, CID, FIA and members of SSU in plain clothes are not mixed well and enough with the crowd to observe suspicious movement within the public. A person with some knowledge of LEAs in Pakistan can easily pick out plain clothes policemen from the crowd. Hair cut, gouging drunken eyes observing in a manner like hooligans stare at women, stiff walking manner and the occasional slip of the wireless antenna showing from the pocket etc. Heck, even the beggars are not paid well to point out anything out of the ordinary. But then again, LEAs and intel agencies are most efficient on cleansing VIP routes. Not surprisingly, 80% of Sindh Police will be deputed to protect VIPs, the rest 20% are sitting in stations to put FIR piles on a table so they can rot away un-noticeably.

This reminds me, anyone seen Wehrmacht policing in the areas they captured in WW2 ? The SS were a bit tough and over trained but Wehrmacht had german shepherd dogs in almost every patrol. Agreed that cities or Pakistan are not captured areas but the foreign enemy has entrenched himself well in the streets using local assets. Coming into 21st century, if trained dogs are scarce, then technology have over taken through scanners, cameras and different sensors apart from smart communication devices.

The SHO responsible for the area, will he ask the SP to set up a Task Force to eliminate this menace from his area ? or since there are 2-3 SHOs at a time for any PS, they will throw the burden on each others shoulders and wait for the next posting. Will the plain clothes policemen of intel agencies get reprimanded when they hand in BS reports during their patrolling hours. In reality, I have just seen Special branch and other Federal intel agencies under MOI scattered along VIP routes only, never in public areas for the public. They are either wandering around own sensitive buildings or get activated when there is a "route". They will start policing traffic police and wardens to remove cars from the "route" while holding clearly visible radios in their hands to show their presence. On foot paths, they will start questioning public wearing bags on or near bus stops. During a follow up on FIR, they will visit in plain clothes to the victim's house, eat and drink whatever is offered by the host, make a few phone calls in front of the poor chap, give false promises and then walk out. The whole street will be watching that Special Branch/FIA personnel has visited the house where a dacoity, theft, murder etc took place.

Personally, I don't believe this is a sleeper cell. My thoughts relate to funding channels which are free flowing. Pakistan has been unable to stop funding streams which finance these incidents. Whether the funding is coming from Afghanistan, Iran or India, the ground reality is that political situation of the country has been unable to curb inflation to stop a local person being sold off for few thousand Rs. Religious brainwashing is the easy part. If a person has relatives on both sides of the border and India is not giving visa, what would he not do to get that visa. Hungry stomachs of children is another motive.

The primary targets in previous decades were military personnel and paramilitary who have taken extreme measures in most cases to protect themselves, their installations and buildings as well as infrastructure. Now its the Police and lower tier like Constabulary who are being targeted.

What happens to a country whose streets are not safe ? There are many PDF members here who know very well.

Needs to be tackled asap.

I don't want to say this, but is the political situation resulting in a lack of focus on part of our governments?

Sir G, when the federation becomes weak then all snakes came out of hibernation and that is going on. The responsible for this mayhem should come to their senses.

Karachi police avoid jumping to conclusion due to ‘similarities’ in recent blasts

KARACHI: While the Sindh chief minister admitted on Tuesday that the third bomb blast within three weeks in Karachi, in which a woman was killed and over a dozen people were injured on Monday night, was an intelligence failure, police investigators found “many striking similarities” between the last two explosions, but moving forward in their investigation cautiously and didn’t want to jump to any quick conclusion.
The officials, however, believed that it would be too early to suspect that a same group was behind the two attacks.
Unlike the past attacks, there was no word from any militant outfit to claim the responsibility of Monday’s Kharadar blast, but the investigators said that their process of investigation neither solely relied on ‘claims’ by any group, nor they were suspecting any group for the fresh assault at the initial stage of the probe.

First it was the outlawed Balochistan Liberation Army (BLA) that claimed the attack on Chinese teachers in University of Karachi last month and then the outlawed Sindhudesh Revolutionary Army (SRA) came up with the same message over social media platforms for the last week’s Saddar assault.

An investigator said: “The technology used in the Kharadar and Saddar blasts was almost similar. Both IEDs were detonated by remote controls functional within the radius of 50 metres. The only difference so far we have seen is the nature of explosives and make of the device. The Saddar IED was of quite conventional type, made with domestic techniques. The Kharadar attack was executed through more sophisticated device, which was usually developed commercially for different reasons.

“We assess that some 4.5kg and 5kg explosive material had been used in the last night attack. Both bombs used for attacks in a week had ball bearings to make them more lethal,” he said.
The investigators, meanwhile, spotted the owner of the motorbike used in the attack.

They said that doubts emerged when it turned out that the owner of the motorbike, a resident of Gulistan-i-Jauhar, had handed over the motorbike to his domestic servant before his death seven months ago.
“Now the servant has gone missing, which has raised suspicions,” said another official.
“He’s a resident of rural Sindh and he wasn’t even found in his ancestral home. So the efforts are under way and we are connecting the dots to explore every possible angle to determine the people and their motive behind the attack.”

Intelligence failure

Earlier at CM House, Chief Minister Syed Murad Ali Shah shared his thoughts when he was asked about the recent wave of terror in Karachi during a press conference. He sounded confident that the law and order in the province was under control, but accepted that anti-social and anti-state elements had started creating unrest.

“But, we would not allow them to achieve their nefarious designs,” he vowed.

Mr Shah said that when the Bolton Market incident took place he was in Abu Dhabi with PPP chairman Bilawal Bhutto to offer condolences over the death of the ruler of the UAE.
“I cut my visit short and rushed back to Karachi,” he said and added that upon reaching at around 1.15am held an emergency meeting with law-enforcement officers concerned.
The CM said that he had told the policemen that it was intelligence failure that three incidents had taken place one after another.

He pointed out that when a terrorist carrying a bag entered Karachi University why her bag was not checked.
He said that the police would sensitise citizens to inform ‘15’ whenever they witness any suspicious activity.
“The police will talk to shopkeepers in the market to keep proper vigilance in their parking lots and install their private closed-circuit television camera system,” he said.

With Pakistan and TTP are having negotiations facilitated by Taliban the only option left for India(RAW) at the moment is BLA, BNA and their newly created SRA.
Pakistan needed to stop being defence and get offensive.
RAW has no morality, they have become a terrorist group, they specifically target innocent people and are worst than TTP. Pakistan should raise Indian terrorism with World and friends, especially take China on board.

.
By attacking Pakistan's innocent Chinese guests India has crossed all limits and hence should be severely punished.

Any updates on forensics done on the improvised explosive devices? These new generation of IEDs are not local

As expected sindhudesh involvement is found in this act the new angle is that these terrorist were from Tharparkar, what we now that there are number of gangs who use Indian sim cards/whatsApp number for different criminal activities such as short term kidnapping and leaking of Question papers of board exams. These might look petty crimes as compare to terrorist act but these are the source of raising funds, which also goes to the Indian handlers as well.

In case of Leaks of Question paper few years back when investigated it was found that the main leader was an Indian National, he was the one who arranged Indian SIM CARDS for Pakistani operatives
