I don't know how Pakistan can secure or guarantee the safety of occupation forces in Kashmir especially since they(the occupation) are brutal with locals and routinely humiliate/torture them?
In fact by giving even semblance of capability will rue Pakistan in the long run since they can keep brutalizing locals and project reprisals on Pakistan keeping it on a constant back foot.
