PM Imran announces incentives for construction sector, elevates it to industry

Prime Minister Imran Khan on Friday elevated the status of the construction sector to that of an industry while announcing incentives for investors and businessmen as the government tries to mitigate the economic impact of the coronavirus outbreak.

While speaking to journalists, the premier said that a board will also be formed to address all issues and matters related to the industry. He added that all industries that are connected to construction will continue to function even during the lock down.

He said that the reason he was paying attention to the construction sector was that it generated jobs for daily wage workers, many of whom have lost their income due to the ongoing lock down.

The main incentives announced by the premier include:

  • All the people investing in the construction sector this year will not be questioned about their source of income.

  • The tax rate will be fixed for the construction sector, and constructors will be charged tax per square foot or square yard.

  • People carrying out construction in the Naya Pakistan Housing Scheme for the poor will only have to pay 10 per cent of the fixed tax.

  • Withholding tax will be waived off for all construction sectors except the formal sectors of steel and cement.

  • Sales tax will be reduced in coordination with provinces.

  • Any family selling their house will not have to pay any capital gains tax.

  • A subsidy of Rs30 billion to be given for the Naya Pakistan Housing Scheme.

  • Construction sector to be given the status of an industry.

  • Construction Industry Development Board to be set up to support the sector.
The prime minister said that the government aimed to "find a balance" between continuing a lockdown and avoiding unemployment.

He said that the Western countries were facing the coronavirus on one hand and economic fallout on the other.

But "in Pakistan, we have corona on one hand and poverty on the other," he told reporters and added: "You cannot lock up 220 million people."

The premier expressed concerns that if the lockdown continued for a long time, people would become "desperate and come out on the streets. Not only would that lead to a spike in infection rate but also worsen the economic situation."

"We have a challenge on our hands," he said while responding to a question. "There is corona on one side and hunger on the other. How can we tell a person who is hungry to stay inside?"

Prime Minister Imran said that Brazil's President Jair Bolsonaro has also raised similar concerns regarding a lockdown.

He further said that the two-month-long lockdown had worked in Wuhan — believed to be the epicentre of Covid-19 — because the Chinese government delivered food to people in their homes.

He also shone a light on the government's efforts to provide relief to those who have been affected by the lockdown, saying that thousands of people — who are not already covered by Ehsaas Kafalat programme — had already sent Short Messaging Service (SMS) to designated numbers. The data of the people was being checked with NADRA, the premier said, adding that the government had shortlisted only those people who belonged to the "weakest sector" of the society.

"We are using all our government's resources to fight against corona," he said.

Furthermore, for people who have lost jobs or are earning less due to the lockdown, the government has allocated Rs200 billion to provide relief, the prime minister's aide Hafeez Sheikh told the media. He added that for people who could not afford to pay bills, the connections for gas, water or power will not be disconnected for the next three months.

The prime minister also warned people against taking the virus lightly.

"I have come across posts on social media where people claim that Pakistanis have some sort of immunity against the coronavirus and that is why we have few deaths. I want to say that this is very dangerous. No one can say how fast this virus will spread.

"Even this mindset is dangerous. [The virus] definitely poses a threat to us and we need to take all precautions."

He pointed out that bans on weddings and other gatherings were still in place.


Committee for protection of media workers formed

Also on Friday, Prime Minister Imran formed a five-member committee comprising ministers and special assistants that will address the problems of media workers during the coronavirus crisis.

The move came after the Pakistan Broadcasters Association (PBA) had written to the premier seeking government support to save the media industry from a possible crisis and protect media workers.

The premier has tasked the committee with reviewing PBA's recommendations and solving media workers' issues, a statement issued by his office said.

"Every possible effort will be made to protect media workers and lessen the industry's hardships," he said, lauding the media's role in helping the government control the spread of Covid-19.

On the one hand no mechanism can be applied immediately to tax the ill gotten money and on the other hand people are being laid off. So, why it is bad when IK is trying to keep the unemployment in check through the investment of black money?

He is doing the correct thing at a volatile situation as it is now because of Corvid-19. Please do not suggest something that may cause people to go hungry. IK cannot quickly fix all the problems in his country created over many decades. Give him time.

You have any proof of this or just shooting from the hip as usual?


Also education is provincial subject and Punjab and KPK have allocated record budgets for education in 2019-2020.


It is better to educate oneself before mouthing off lest someone like me comes around and shows you your auqaat.

As usual when a blind goat doesnt have a logical answer they get personal. Ironically this was the ploy of nooras when they were ruling. Check HEC budget and then talk, or rather dont talk to me at all.

Construction industry to start operations, PM Imran announces

Prime Minister Imran Khan has announced that the National Coordination Committee has decided to start operations of the construction industry from today.

He added that a majority had agreed to open select industries but provinces that think it would be too soon to lift restrictions, can decide to continue with the lockdown.

: Federal Minister for Information and Broadcasting Shibli Faraz said Thursday that Rs 400 billion construction projects would be initiated by the end of December this year by the PTI government to help revive the economy.

The information minister was holding a press conference along with the Special Assistant to PM on Poverty Alleviation and Social Safety Dr Sania Nishtar, saying a mega project for the construction of houses and apartments worth Rs145 billion would be started by October while many more would follow the suit.

He said that PM Imran's policies were focused on providing relief to the middle and lower class.

He apprised the media about the meeting that took place earlier, involving the prime minister, builders, investors and heads of utilities to focus on the Naya Pakistan Housing Scheme.

"This project has already started, as you can see," he said, referring to the government's initiative to provide houses to residents at low cost. "You saw the auction of the CDA and how successful it was. All of the plots were sold [for more money] than what was expected," he added.

Faraz said that such meetings between the prime minister and the stakeholders in the construction sector will take place every week in the future and PM Imran will inquire about its updates daily.

"This is an initiative, which will prove to be a milestone in the history of Pakistan," he said.

Faraz said that the government wanted to introduce the mortgage system and institutionalise it so that the system continues to exist. "We are creating opportunities out of this COVID-19 crisis," he said. "Through this mechanism, even if a person earns less, he can buy a home for himself."

In response to a question on whether government employees will be able to partake in the housing project, the information replied in the affirmative. "Of course [government employees can participate in the housing scheme]. This is a project for all Pakistanis," he clarified.

Faraz said that the scheme will change housing projects for good in the long run, stressing that it will create employment and investment opportunities for many people.

Speaking to media, Dr Sania said that the Ehsaas Emergency Cash Programme had garnered praise internationally as it had helped out the poor during these difficult times.

She said that PM Imran stressed on the need for merit to be followed when it came to the disbursement of cash among the needy.

PM announces Rs30bn for Naya Pakistan Housing Scheme
Last week, PM Imran announced a Rs30 billion subsidy for the Naya Pakistan Housing Scheme in line with helping the underprivileged class build their own homes.

The prime minister had said that the scheme was aimed at the "working class, the welder, the small shop owner, who do not have a lot of money to build their own houses".

"The goal of the Naya Pakistan housing scheme was to construct houses for this strata of the society, which doesn't have cash.

"We faced many hindrances while launching the scheme due to some existing legislation, such as the foreclosure law, which allows banks not to lend out money without a confirmation of repayment of instalments.

"[However] despite a lot of hurdles, we are almost successful in passing the law for Pakistan, which is now implemented around the world," he had said.

Nobody mentions Malik Riaz anymore in the country ever since government helped him buy properties in UK sold by Nawazs son.

Not IK will doom Pakistan. It is your own backward thinking that will doom Pakistan. IK's present investment policy will build a better country because it will cause the money people, evil or honest, to invest. When the investment produces goods and services you can always tax their personal and company incomes.

IK did not create corruption. He cannot fix it now without forfeiting the future. The country needs investment capital and a vast amount of money is lying idle with the very rich who may have earned it illegally. But, this money will pay dividends to the country if they invest now and the country reaps the benefit tomorrow.
