That's exactly he said not to do, it causes panic among the population.

Panic is a bad thing it means Pak population is not trained psychologically or physically for war. If the possibility of war is greater than 33% then we need to prepare the people for war: desensitise the populace, start building bomb and nuke shelters and disseminate the lessons learnt from Syria,Iran,Iraq etc . The preparation of the population is just as important as the preparation of the soldiers.
