* 76 coaches already received in CKD condition and 56 in CBU
Pakistan Railways will soon receive the remaining 70 coaches out of the procurement plan of a total of 202 coaches and these would be shipped soon in completely knocked down (CKD) condition.
Seventy-six coaches were received in CKD condition and were under assembling process in the Carriage Factory, Islamabad.
According to the written replies submitted to the National Assembly, project of purchase manufacturing of 202 coaches had been approved by the Executive Committee of the National Economic Council (ECNEC) on September 3, 2009 with a cost of Rs 15. 889 billion. Total 202 coaches of various types had been purchased from China out of which 56 coaches were received in completely built unit (CBU) condition and these were being utilised in the train of 41-UP/42-DN Korakoram Express between Lahore and Karachi Cantt.
It is a fact that most of Pakistan Railways Police (PRP) employees had not been paid TA/DA allowance for the previous several months due to the financial constraints in the railways department. The financial situation had become even more critical due to the refusal of the finance division to provide additional funds to absorb the additional impact of Rs 3,046 million of increase in salaries and pension announced with the budget for 2012-13.
Pakistan Railways had to bear the expenses of PRP from its own budget and resources. PRP Budget 2012-13 totals Rs 1,640 million of which Rs 1,536 million had been allocated for pay and allowance of PRP. Rs 104 million had been allocated for all the remaining expenses, including a budget of Rs 60 million for TA/DA. But due to the financial health of Pakistan Railways, 35 percent projected revenue deficit and limited cash subsidy (pay and pension only) all other expenses were held up for want of ways and means (clear cash balance) to clear liabilities including commutation and GP Fund. As and when cash balance of Pakistan Railways was improved the remaining TA/DA would be paid to the concerned PRP employees accordingly.
