Look out for phrase ‘Free Kashmir”, Facebook cautions its moderators

According to a report in The New York Times, “Inside Facebook’s Secret Rulebook for Global Political Speech”, the social media giant has told its moderators that Indian law prohibits calls for an independent Kashmir.

Social media giant Facebook has told its moderators who are tasked with “spelling out what is forbidden” to “look out for” the phrase “Free Kashmir”, a media report said.

According to a report in The New York Times, “Inside Facebook’s Secret Rulebook for Global Political Speech”, the social media giant has told its moderators that Indian law prohibits calls for an independent Kashmir.


“…another slide says that Indian law prohibits calls for an independent Kashmir, which some legal scholars dispute. The slide instructs moderators to “look out for” the phrase “Free Kashmir” — though the slogan, common among activists, is completely legal,” reported The New York Times.

“Facebook says it is simply urging moderators to apply extra scrutiny to posts that use the phrase. Still, even this could chill activism in Kashmir. And it is not clear that the distinction will be obvious to moderators, who are warned that ignoring violations could get Facebook blocked in India.”

Facebook has been accused of temporarily or permanently disabling posts, mostly of journalists and activists, in the past.

The social network has drawn criticism for undermining democracy and for provoking bloodshed in societies small and large, said the report.

“Every other Tuesday morning, several dozen Facebook employees gather over breakfast to come up with the rules, hashing out what the site’s two billion users should be allowed to say. The guidelines that emerge from these meetings are sent out to 7,500-plus moderators around the world. (After publication of this article, Facebook said it had increased that number to around 15,000.)”

“The closely held rules are extensive, and they make the company a far more powerful arbiter of global speech than has been publicly recognized or acknowledged by the company itself,” The New York Times has found.

“The Times was provided with more than 1,400 pages from the rulebooks by an employee who said he feared that the company was exercising too much power, with too little oversight — and making too many mistakes.”

An examination of the files revealed numerous gaps, biases and outright errors, said the report.

This was revealed by a New York Times report “Inside Facebook’s Secret Rulebook for Global Political Speech” on Friday, explaining how social media giant Facebook monitors content and filters it by giving “guidelines” that “consist of dozens of unorganized PowerPoint presentations and Excel spreadsheets.”

The report, while giving details of content moderation in many parts of world, reveals that a guideline slide says that “Indian law prohibits calls for an independent Kashmir” and “instructs moderators to “look out for” the phrase “Free Kashmir.”

Facebook says it is simply urging moderators to apply extra scrutiny to posts that use the phrase, the report quotes. “Still, even this could chill activism in Kashmir. And it is not clear that the distinction will be obvious to moderators, who are warned that ignoring violations could get Facebook blocked in India.”

In last few years, Facebook has permanently or temporarily removed profiles of Kashmiri users and also removed content that is related to Kashmir. Several news organizations, including The Kashmir Walla has faced removal of content from their official pages.

The NYT report also shows a diagram, saying Facebook’s rules for India and Pakistan both include this diagram “explaining that the company removes some content to avoid risk of legal challenge or being blocked by governments.”

As per the report, Facebook’s one document “sets out several rules just to determine when a word like “martyr” or “jihad” indicates pro-terrorism speech.”

Monika Bickert, Facebook’s head of global policy management, is quoted saying that the primary goal was to prevent harm, and that to a great extent, the company had been successful. But perfection, she said, is not possible.

“We have billions of posts every day, we’re identifying more and more potential violations using our technical systems,” Ms. Bickert is quoted in the report. “At that scale, even if you’re 99 percent accurate, you’re going to have a lot of mistakes.”

You won't understand.
A lot of violence against Rohingyas were ignited through facebook. Some in Burmese in facebook falsely accused Rohingyas of killing some buddhist and violence against Rohingyas followed. Even Mark Zuckerberg was questioned for it...'use of facebook in rohingya crisis'....just google it.

We have first hand experience of how these things work. While you guys chanting slogans have only inflicted more pain on Kashmiris in India.

You're trying to associate the phrase 'Free Kashmir' with the words 'martyr' and 'jihad' and that's just sad. A very low political move from India.

Censoring is not done on platform level. It is done on net backbone level with IP data packet unpacking, analysing and repacking. This is logged in real time and monitored as these data blocks flow around the world.

Just a PR stunt.

- The UN begs to differ.

Our Country Our Rules.

India is the 2nd biggest market for facebook and will soon become the biggest one and if they have to operate in India they have to obey the local laws. Nothing wrong in that.
