PESHAWAR, Jan 1: In light of the frequent acts of terrorism, especially suicide bombings, in Qissa Khwani Bazaar and adjoining streets, Peshawar policemen manning the old city areas consider Afghan nationals the main problem for them, saying these foreigners move from one place to another very easily but leave no trace.

They are firmly of the opinion that an operation should be carried out in the area from GT Road to City Circular Road without delay to register tenants and catch rogue elements.

During a visit by Dawn to these areas on Tuesday, police officials expressed ignorance about directives from their bosses about registration of tenants in rented buildings. They also said they had no record of the occupants of these structures.

Police have time and again claimed to launch a campaign for registration of all tenants in the city and force property dealers to avoid provision of rented buildings without proper permission from the local police.

Also, they had reportedly decided that only families would be allowed to get houses in the residential population. However, in the main city areas, police have no record of tenants. The people can easily get a building on rent with police knowing nothing about them.

“The only solution to overcome the increasing terrorist acts is to carry out a thorough and concentrated operation and register tenants,” police officials said, suggesting that Afghan nationals be stopped from entering the city and renting houses. The police stations located inside the city have no record about the people living in the rented houses, plazas and flats.

They said police had to beef up security only during Muharram to avert any eventuality, adding that police had to visit different hotels, plazas to check the suspected people on temporary basis.

According to the officials, 18 bomb blasts have taken place in the city areas including Qissa Khwani but till now it could not be ascertained as to who facilitated the suicide bombers and how accurately they stroke their targets.

They said besides the minister, several senior police officials, including former CCPO Malik Saad Khan, DSP Khan Raziq, SP Hilal Haider and DSP Gulfat Hussain, many political workers and shopkeepers were also killed in the blasts but police did not arrest the handlers.

Former SHO of Khan Raziq police station Gharibullah Khan told Dawn that on former Senior Minister Bashir Ahmed Bilour was very shocking for all but police had no prior information about his arrival at the ANP meeting where he was targeted.

“We had adopted security checks only for federal minister Ghulam Ahmed Bilour, who belongs to the city, but in the meantime, his brother and senior provincial minister Bashir Ahmed Bilour also reached the meeting and then left the venue earlier and the suicide bomber got a chance to attack him,” he said.

About checking of suspected elements, he said police used to check the lists of the people at hotels every night but reaching the actual man in a busy place like Qissa Khwani was almost impossible due to movement of a large number of people.

Another senior official, Bahadur Khan, who is investigating the Bashir Bilour bombing case, said police were trying to get clues about the facilitators of the bomber but the DNA report had yet to appear. He said police couldn’t say anything about the nationality of the bomber.

“Militants have reached every corner of the city to attack anyone,” he said. he added that police were thoroughly examining the case but it was consuming lots of time as the picking of people without authentic information would be wrong.

When contacted, Khyber Pakhtunkhwa information minister Mian Iftikhar Hussain said police had the duty to check every place, locality and buildings and they did not need any permission from the government for it.

“Anyone can facilitate bombers either for money or fear of life,” he said, adding that such elements could easily disappear in the streets due to the rush of the people.

He said it was not necessary that bombers reached the city the day of their activity as they could easily find place in markets, plazas, and even houses and shops.

“We have ordered police to register all tenants and force property dealers to follow what the police direct them so that public life and property could be secured,” the minister said.

After reading all this article and surprisingly I found no evidence of Afghans being main source of trouble!

Whether or not afghans are behind the troubles in Peshawar (even if they are not behind the terrorist acts, they are involved in a lot of criminal activities throughout Pakistan) the movement has started to kick afghans out of Pakistan.

Trouble or not.. they shall behave in Pakistan as they behave in other countries.

They shall go back to their country and demand audit of US aid, being distributed in name of Afghans.

You guys should make it clear they are involved in what? you guys even didn't spared poor refugees from your daily conspiracy theories!

It's pretty clear that Pakistan considers afghans to be involved in terrorist/criminal activities within Pakistan.

And its okay, we're nothing compared to afghans and their hourly conspiracy theories about ISI/Pakistan.

It's no conspiracy theory, this is routine protocol for all foreigners working in Peshawar. Example:
Pakistani police: 3 Germans arrested in raid – This Just In - CNN.com Blogs

If i am not mistaken, as welcome as they are, the refugees are still considered foreign nationals on Pakistani soil and hence should be registered. If anything this will make future "conspiracy" theories less relevant. And if they are not doing anything illegal then they have nothing to fear, and if they do not like the process they are welcome to avail the IOM Independent Voluntary Return scheme.

KABUL-Afghanistan, Jan 02: Amniat e Melli, or the National Directorate of Security, as well as the police authorities in Kabul today expressed their grave concern following the spite high-profile terrorists attacks in particular enclaves within Kabul city. Most of these attacks are to have been carried out the by the Haqani Group and Lashkar e Tayeba, both Pakistan based terror outfits who draw it support both in resources and manpower from within Pakistan. The Haqani group have have taken responsibility for number these attacks immediately in its aftermath.

The NDS and Kabul police are particularly concerned with nearly hundred thousands of Pakistani workers currently working in the city, who by in large dwell in the city without registering their address with their local police station a must requirement from foreign residence. In most cases when the security officials have either in relation to incidents or randomly carried out inspections have come across large number of unregistered Pakistani workers, particularly in sensitive areas, reports Dawn News.

In cases of those attacks particularly asserted to have been linked to Lashkar e Tayeba a Panjab based terror outfit, in the vicinity in which particularly Pakistani workers of Panjabi origin have been inspected, they are also found to be not registered with the authority. This raises concern against the backdrop of the the terrorists' attacks, its choice of choosing location of attack and method of execution, that someone in the know of the area, possibly and suspiciously someone from the presence of large number of workers who freely roam the city might be complicit and collaborative with these Pakistan-based terror outfits.

Who ever prepared this trash news report was an aaswhole with motive to vilify Afghans. It wont surprise me if he is a member of this forum. Is there a difference between the above dummy news and this trash news by Dawn to which good enough a thread dedicated?

A wrong head line /title wrack havoc with sentiments indeed.

The report is about checking the Non-Pakistanis residing in cities among local population and registering them.
Which in my opinion was the thing Pakistan should have done over 30 years ago but we failed and allowed them to settle in every nook and cornor of Pakistan.

 i also say the report you posted citing adult website as source is a trash .

anyway the opneing news post in this thread is NOT trash neither to vilify Afghans. The report is a tribal himself we know him well. the report is about an operation to get registered Afghanistanis residing in Peshawar.

There should be no doubt, Afghan's are directly or indirectly the source for trouble in KPK. 90% of suicide bombers are from afghanistan...Search on internet for suicide bombing's in KPK and you will find majority are afghan nationals. Afghans have usually huge family's and they willingly offer there individuals at low prices for suicide bombing missions. Its such a shame..

The news and the thread indeed is both trash taking from the misleading title which implicates Afghans in terrorism which by no mean has this trash Dawn article asserted. Most of the suicides both in Afghanistan and Pakistan are Pakistani nationals. Most of the suicides are trained in Pakistan in their safe sanctuaries which is an established fact. But anything is easily claimed the opposite by "Denialistanis".

You guys should make it clear they are involved in what? you guys even didn't spared poor refugees from your daily conspiracy theories!

An operation for registering unregistered Afghanistanis in Peshawar has nothing to do with conspiracy theory.

The reality is that in Kacha Ghari camp earlier many unwanted /unregistred guests of these refugees had been involved in terrorism.

That is not the case every individual in any country should abide by as it is required from them per law of the land. We have no problem with that. The title of this thread is misleading while the Panjab-based-and-establishment Dawn news article blatantly tries to malign Afghans. Aren't there locals from as far as tribal areas living there unregistered? Why only Afghan. Is it the Afghans who are fighting pitch battles against your army?

Tribals are Pakistanis why should we register them in the first place? Afghanistanis are NON Pakistanis. They should be registered and restricted to camps only which by the way is now too late since they are spread across Pakistan.

Dawn is an anti establishment media group for your information and STFU with your taunts about Pakistani ethnicities you are nobody to do that.
