We need HongKong as a bridge between West and China during cold war. More importantly, unlike Iran, we have Taiwan issue. The major concern Chairman Mao had is Taiwan independence.
Chairman Mao not only left HongKong as it is, but also keep Matsu Islands and Kinmen untouched intentionally. Matsu Islands and Kinmen are very close to mainland China but still managed by Taiwan right now.
India's GOA is different.
Today we can still fight with Taiwan and Taiwan does NOT dare to declare independence. Thanks for Chairman Mao's wisdom.
