Our colonial hangups, especially the military's, are quite visible in this video. ASIs and Inspectors don't normally come from educated-in-English backgrounds. It is pointless to address them in English.
Unfortunately, the bureaucratic and military oligarchy have used English to keep the uneducated and illiterate people at a bay and exercise control by controlling the access to information and keeping all communications strictly in English.
