Is India underwriting a TTP-IS nexus?

ISLAMABAD: Prior to Operation Zarb-e-Azb, annual fatalities from terrorist violence had peaked out at 11,585 in 2009 or an average of 32 per day. Before the launch of the operation, suicide attacks had peaked out at 78 in 2009 or an average of 6.5 suicide attacks per month.
After the Operation Zarb-e-Azb, average daily fatalities from terrorist violence have gone down to fewer than 10 and terrorists and their sponsors have been able to manage an average of one suicide attack per month.
Terrorism stands on three pillars: physical terrain that terrorists can call their own, a financial pipeline and a steady supply of manpower. Operation Zarb-e-Azb has snatched the physical terrain away from terrorists and their sponsors while the other two pillars are more or less still intact.
In order to be successful, the terrorist attacks cycle needs two kinds of safe havens: a physical safe haven and a social safe haven. Zarb-e-Azb has snatched the physical safe haven, while the social safe haven (that exists within our society) is still more or less intact.
Zarb-e-Azb has severely fractured the Taliban insurgency. Asmatullah Muawiya, the leader of the Punjabi Taliban, has surrendered to the Pakistani security forces while Mullah Fazlullah, the one time amir of the TTP, is now no more than a proxy of Afghanistan’s Amniyat, the National Directorate of Security, Afghanistan’s premier intelligence agency. Mullah Fazlullah claims that his allegiance still lies with Mullah Mohammad Omar while another splinter group has now pledged allegiance to Abu Bakr al-Baghdadi, the proclaimed caliph of the Islamic State (IS).
Between July and August, according to reports in the open and not-so-open sources, a group of Indian current and former intelligence operatives have been busy acquiring databases on the top leadership of the IS, both in Syria and in Iraq. Between August and October, according to reports, the same group of Indian current and former intelligence operatives arranged a series of rendezvous between splinter groups of the former TTP and the IS leadership.
Prominent members of the underwriting group include Ajit Doval, a former director of the Intelligence Bureau (IB) and the current National Security Adviser (NSA) Sanjeev Tripathi, former head of the Research and Analysis Wing (RAW), and Alok Joshi the current head of RAW.
In October, at least six TTP commanders announced their allegiance to Abu Bakr al-Baghdadi al-Quraishi al-Hussaini. The six TTP commanders are Omar Khalid Khurasani, commander Mohmand, Hafiz Saeed, commander Orakzai, Hafiz Daulat Khan, commander Kurram, Maulana Gul Zaman, commander Khyber, Khalid Mansoor of Hangu and Mufti Hassan of Peshawar. Apparently, the TTPJA or Jamaatul Ahrar effectively controlled by Omar Khalid Khurasani is in lead of this anti-Pakistan new conglomeration.Is India, disappointed by the success of Zarb-e-Azb, underwriting a TTP-IS nexus?
