It will not harm with 2 operators---. Competition amongst the two should get both the groups giving their best and trying to do better than the other.

Remember 2 is always better than 1.

Navy has to stand on her own, PAF will be support and an arm. NC or intra A/C data link if established will be be dual strength in different missons and roles
