MOSCOW: Russian Deputy Prime Minister Sergei Ivanov said Russia is “very much concerned” about the security of Pakistan’s nuclear arsenal, and the country must be stabilized before peace can be achieved in neighboring Afghanistan.

“It’s obvious to anybody that the Pakistani-Afghan border is a safe haven for terrorists, for the Taliban,” Ivanov said in an interview with US television in his Moscow office.

“They hit and run back to Pakistan. So you have to deal with both. Both are very unstable.”

Ivanov said Russia seeks to toughen ineffective nuclear controls in cooperation with the U.S. “We obviously see that the present system of missile nonproliferation doesn’t work,” he said. “More and more countries are laying their hands on very dangerous missile technologies.”

March 25 (Bloomberg) -- Deputy Prime Minister Sergei Ivanov said Russia is “very much concerned” about the security of Pakistan’s nuclear arsenal, and the country must be stabilized before peace can be achieved in neighboring Afghanistan.

“It’s obvious to anybody that the Pakistani-Afghan border is a safe haven for terrorists, for the Taliban,” Ivanov said in a Bloomberg Television interview in his Moscow office yesterday. “They hit and run back to Pakistan. So you have to deal with both. Both are very unstable.”

Ivanov said Russia seeks to toughen ineffective nuclear controls in cooperation with the U.S. “We obviously see that the present system of missile nonproliferation doesn’t work,” he said. “More and more countries are laying their hands on very dangerous missile technologies.”

President Dmitry Medvedev has said Russia and the U.S. have a common agenda that includes nuclear nonproliferation and terrorism. These issues are likely to be on the table when Medvedev meets his U.S. counterpart, Barack Obama, in London on April 1. The two countries are also pushing ahead on a new agreement to replace the 1991 U.S.-Soviet Strategic Arms Reduction Treaty, which expires in December.

Russia is prepared to use “all possible means” to help reach a “real settlement” in Afghanistan short of contributing troops to the United Nations-mandated International Security Assistance Force led by the U.S. and its North Atlantic Treaty Organization allies, Ivanov said.

‘Soviet Experience’

The Soviet army fought a nine-year Afghan war that ended in 1989, and the present coalition has partly “followed the Soviet experience,” he said, adding that no military solution is possible in Afghanistan.

Last month U.S. President Barack Obama ordered an additional 17,000 U.S. troops to Afghanistan, adding to 38,000 personnel already in the country, saying the war against the Taliban is “still winnable.” Military force alone won’t be able to deal with the threat posed by a “resurgent” Taliban, he said.

Russian-U.S. relations have begun to thaw since Obama’s election after sinking to a post-Cold War low under his predecessor, George W. Bush. Rapprochement has been most evident on the issue of supplying U.S. and NATO forces in Afghanistan.

Medvedev said last month that Russia and three allies in Central Asia were ready for “full-fledged and comprehensive cooperation” with NATO forces in Afghanistan. Russia has allowed the U.S. to ship non-lethal cargoes across its territory to supply soldiers.

Kabul Visit

Afghan President Hamid Karzai is seeking Russian support to stay in power because the U.S. wants him replaced, Kommersant reported yesterday, without citing anyone.

Russian Foreign Minister Sergei Lavrov visited Kabul last week and spoke against foreign interference in the presidential election that is scheduled for August, the Moscow-based newspaper reported.

UN Secretary-General Ban Ki-moon plans to visit Moscow this week to attend a conference on Afghanistan as the UN seeks to ensure a safe presidential election. Ban and Afghan Foreign Minister Rangin Dadfar Spanta should arrive in the Russian capital on March 27, according to the Kremlin press service.

I think either he is an idiot and don't know much about Pakistani situation more than TV shows, or either living in the fools paradise because its not that alarming as hype being created/concerned shown by him.

Yes you are right this guy is living in fools paradise perhaps he should be worried about his own nuclear arsenal that has already fallen into wrong hands ever since soviet union collapsed there are underworld gangs in Russia where you can pretty much buy any kind of stuff.

This is a known tactic. Cry something is wrong often enough and from different directions and everybody starts believing that there is something wrong.The problem is we have such an inept government that other than petty internal deals and shinnanigans they are totally incapable of projecting any worthwhile image of the country to counter these cries.

while i agree --Pakistan must be stabilized -- i still laugh at the fact that a ruskie will give us lectures about stability , esp. when the concern encompasses nuclear assets


how many russian nuclear-related misshaps/un-towards incidents have taken place? Feels like only yesterday, ruskies had a nuclear armed submarine catch on fire....while before that (2001?) the Kirsk subs (sp?) sank


russians are getting slapped around here and there in Chechna, and now they are the ones re-instilling long-lost soviet nationalist pride by moving bomber aircrafts to Cuba and Latin america (which doesnt really bother me anyways ---its between those 2 and doesnt affect me)




so im not sure if they are just doing this to please indians, or if there are other motives. Despite the fact that they are always smashed on that vodka, they still remember how Pakistan was the HQ for anti-soviet mojahhedin.


I'm sure Lt. Gen. (retd.) Hamid Gül is still offering middle fingers to them. LoL.

^^ Another reason the Russians are in no position to be giving lectures, is that it was their initial blind expansionist policies that led to the destabiliation of Afghanistan (and consequently of Pakistan) in the first place. No Russian invasion, no Mujahideen, no Taliban. Great, Afghanistan and Pakistan would be just going on quietly without any of this foreign generated crap.

He is neither idiot nor an ignorant about Pakistani matters. Actually his comments are the reflexion of India taking Ruskie ride as it has promulgated that it it would take on Taliban with Ruskie and Iranian helps. After being scolded and asking to lay low by uncle, India is sensing the end of its honeymoon with yanks, so it is quickly changing the KIBLA. Conniving, Lofar and treacherous Malu only look at its interest but don't care about lowering its morality and ethics at all.

and whenever i have discussions on this topic, this is what i say....blame the Afghan govt, and the Soviet arrogance......



but we also didnt have to help the Americans....but it was in our interest at the time. we didnt want soviets in our backyard because clearly --we were next on the list. The soviets were pro-india. Since its inception, Pakistan was capitalist country ---we HATED communists.


it was a war of morals.....the other real screw-up (with regards to Pakistan/US/anti*communist bloc was short-sightedness....afghanistan was left in total ruins. We supported the people who brought the most peace (at least initially) ---and they were called the taleban --battle hardened warriors.




if only we knew.....

feels like only yesterday, Boris Yeltzin got off his jet after landing in USA. And he was so incredibly intoxicated that his staff decided that he is not fit to meet the leaders. When he woke up, he had already landed back in Moscow.

If at any moment ever there would be a nuclear incident in the world, it would either be a russian nuclear or perhaps the americans. Both are concerned about Pakistan's nuclear weapons yet the facts states very much the opposite. When USSR broke up, no one knows how many nuclear went missing and as for the US, bombers fly with nuclear tripped missiles, instead of shipping parts related to helicopters, nuclear parts are being shipped to taiwan and yet they have the audacity to raise fingers on Pakistan's nuclear arsenal.

On a side note some one needs to remind the Russians, that they are the main reason this whole area is in deep chaos.
