What I do not get, if any in this forum can answer is Pakistan army was spending 750 million for the headquarters and total defense budget according Jane's report was 4.6 billion. That army headquaters was 16% of total budget, does any find that a hugh sum for the headquarters. And what was so special about the headquarter? Was Pakistan army creating something like Pentagon?

The Pakistan Army has put the plan on hold given these circumstances, in case you didnt know.

But it is nothing special, the Pakistan Army is a vast organization and I reckon it would require a large HQ...also this investment would last ever for decades at the very least.

This is an exaggerated figure. I've read reports of around 250 million dollars being spent, and that two over a couple of years.

That Kiyani "feels" the need to be "political" is indicative. Overall, too bad, Pak Armed forces are again allowing themselves to fall into the trap of the politicians - the politicians have no plan for Pakistan nor it's economy, they will end up spending Pakistan and the patriotic armed forces into the poor house and blame the armed forces for it.

so US$ 750m spent over 5 years sounds ok (150m/year) (not mentioned by Jane's)

Logically $750 million is really to much money for just headquater overall. Even if it was spent over 5 year period. My opinion. Do you not think so. The cost of penetagon was $85 million in 1940's, so you equate that for todays terms is very close to $750 million.
