My suggestions will be eastern European countries, Russia, Japan, South Korea, Turkey and Azerbaijan. We already have big labor force in Middle East. Kuwait has finally lifted the banned on Pakistan so Pakistani labor can apply for work visa.

-Millions of Workers (White/Blue Collars) /high and low skilled workers enter workforce
-Even if Economy grows at 6%, they could not be absorbed
-On the Other hand, a lot of countries in Far East Asia and Eastern europe are facing existential threat due POPULATION DECLINE
-Japan/South Korean desperately needs workers
-State of Pakistan can help workers already illegally staying in Greece, Spain, Turkey and Italy get legal status
-Countries like Romania, Lithuania, Croatia, and Latvia need immigrants to sustain.
-Russia needs people.
-immigrants in Middle East could be Encouraged to settle in countries to Permanently settle in the above mentioned countries and regions.

Stop creating such useless topics. Pakistan is a huge country with ample opportunities. There are plenty of job opportunities in Pakistan for millions of youth. Pakistan is a country where if the leaders did their job properly there is only work and more work. Pakistan is a developing country. A developing country has to develop and for that you have many jobs. Tell me one sector in Pakistan which is developed. Every sector you touch there is room for development. Frankly Pakistan is one of those unfortunate countries that didn't have the opportunity to develop and advance since its independence. The roadmap for creating jobs and a successful society lies in:

1. Develop quality universities and educate a highly skilled youth.
2. Develop all sectors and industries by using the talent of educated youth.

This thinking of outsourcing precious young human capital to foreign countries is outdated. Developed countries were also once developing nations. Developed countries never send their precious educated youth to foreign countries. They educate them at home and use their talents to develop their own nations.

Pakistan's economy is doing much better than India, where people are dying on roads and bodies floating in Ganga river.

But india is the biggest failed state to have ever existed. india has nearly 40% of the ENTIRE earth's most severely malnourished and extreme poor people. The highest of ANY country. As the countries grow and populations grow, the market within Pakistan will grow depending upon the demands. They dont necessarily need to find new markets. There would always be demand for skilled workers globally, be it China, Australia , US or Canada.

i think community based entreprenearship is good idea, they all invest in some idea and then expand it. slowly add more businesses over time. Like open a pill filling factory like for example ppl want to buy tumeric pills for health reasons. natural pill factory> herbal businesses around the country.
my take is skilled workers come after the infrastructure and machines installed rather than creating skilled worker than expecting a factory to open up.

There's plenty of things to do, just people are lazy.

Maybe it's time to only import raw material and tools and produce end products domestically.

I’ve visited Pakistan multiple times after my marriage. What I have come to know is that majority of the household burden is placed on the shoulders on the oldest child. The other siblings are lazy and this model is also encouraged by the parents as well. There is no strong drive to create and/or generate wealth.
