I was thinking why did ICG intercepted the boat ?It was the Navys duty to block in higher sea.But they didnt do even if they got intel from sources.
So the Coast Guard steps in .I think NSA has some authority over CG.So it was an internal affairs ops.MoD again show its slow approach.

Upadhyay) has been on record to have known about it since the start. The investigation was initiated by the political apparatus, not the military one. The Army Court of Enquiry has not indicted him. Even now in jail he is entitled to his rank and arrears.

ATS chief Karkare had nothing to do with Lt. Col. Purohit. Even in the chargesheets are they nowhere linked. This link was invented in 2012 by Tehelka, whose primary mission is to do 'Tehelka'. The Mumbai massacre was perpetrated by men who came in boats like this one. Given all this, you would understand why our authorities would destroy any rogue boat that tries to evade the coast guard. And why it is not so inconceivable that these men were terrorists - because it has happened before.

I intend to stay on topic . My point is that you may cry hoarse about lack of hard evidence ...but then no amount of evidence will ever satisfy you .
We do not have to tell Obama whether Pakistan has given up terrorism as proxy war tool or not . he and his massive intelligence know Pakistan very well .
We have nothing to gain by playing up Pakistan's already maligned image in world community .
Our intel agencies have been cautious about drawing conclusions . media has drawn its won conclusions based on the pieces of info they got .
there is limit to which Intel agencies can divulge the details of this operation .

Evidence was there.Entire ops was under NSA command.They had enough evidence but a movement with Navy is only happened through the MoD.And bureacrats have ego problem in some cases.
But when it comes to CG It seems NSA can directly involve.
Entire movements of boat was watched by eye in thesky since NTRO has access to entire satellite system.
