It's a battle for hearts and minds, you can for the time being defeat the menace but if you leave a vacuum, the scum bags will soon return to fill it hence an excellent long term strategy by the PA to educate and change the psyche of the next generation.

as usual the job of the civil admn is being done by the PA. another factor in this development is the USD200m provided by the US to build these roads and schools in this area.
