ISLAMABAD: Rattled by a fresh wave of suicide attacks, Pakistan government on Monday scrapped a deal signed last month with the Taliban that had been bitterly opposed by the United States and Afghanistan.

"The Swat agreement is scrapped as the militants have (continued) their attacks on security forces," Rahman Malik, Advisor to the Prime Minister on Interior Affairs, told reporters.

The government in the restive North West Frontier Province had signed the agreement with Taliban militants in the restive Swat valley under which the militants had given a commitment that they would stop attacks on security forces.

It was also decided that army would be gradually withdrawn from the region.

Malik's announcement came a day after Taliban militants killed four policemen in an ambush in Matani, near Peshawar, the capital of NWFP bordering Afghanistan.

The Pakistani Taliban had on Sunday accused the government of not honouring its commitments under the deal.

The new Pakistan People's Party-led federal government had said it would adopt a three-pronged strategy combing political dialogue, socio-economic development and military force to deal with militancy in the northwestern tribal areas bordering Afghanistan.

However, western nations especially the US which is leading coalition forces against Taliban in Afghanistan have expressed concern about the government's dialogue with Taliban militants led by commander Baitullah Mehsud.

Islamabad too has been rocked by bombings recently, including a suicide attack at the Danish embassy that left eight people dead on June 2 and a bomb blast at an Italian restaurant on March 15 that killed a Turkish woman and wounded 10 foreigners, including four US FBI staff.

ISLAMABAD, June 9 (Xinhua) -- The Pakistani government has scrapped a peace deal with the militants in the country's northwest, saying the militants have continued violent attacks, a senior official said Monday.

Local government of North West Frontier Province (NWFP) signed an agreement with the militants in Swat valley last month.

The militants, in the agreement, were committed to stopping attacks on the security forces.

"The Swat agreement is scrapped as the militants have kept on their attacks on security forces," Rahman Malik, adviser on Interior affairs to Prime Minister, told reporters in Islamabad.

But on ground here nothing of the sort has happend.

The deal is not done by the center nor it can scrap it. it was inked by ANP Govt.

PESHAWAR: The government of NWFP is committed to a peace accord with the Taliban in Swat, said senior NWFP Minister Bashir Ahmed Bilour.

Talking to journalists here on Monday, he said if the Federal Government has reservations it should take the provincial government in confidence.

“Maintaining peace is the responsibility of the province and the Federal Government could intervene in this regard only to a certain extent,” Bashir Ahmed Bilour made it clear.

He said the provincial government did not want any bloodshed in NWFP and that is why peace agreements are being made across the province.

Encouraging outcomes have surfaced as a result of Swat peace accord and both the parties are sticking on to the terms of the deal, he pointed out, adding “I wonder how Rehman Malik(Advisor to Prime Minister on Interior) announced the agreement doe not exist any more without taking us into confidence.”

We still hold on to the agreement reached with the Taliban in Swat, he said.

the taliban are claiming that the pak govt is not keeping its end of the peace deal. reported briefly in yesterdays DAWN.

the deal should be scrapped these barbarians will never honor the deal they just lie and deceive and then proclaim to be muslim and fighting for the rights of muslims.

Reacting strongly against the statement made by advisor to Prime
Minister on interior about scrapping the Swat Peace Deal, the NWFP
government on Monday said that the Peace Deal in Swat is still in
place and government would honor the agreement with the Taliban.

We have signed the Peace Deal with the Taliban in Swat for
restoration of peace in the scenic valley and we are still adhered
to the Agreement reached with the Taliban. If the federal government
has any reservation regarding the Peace Deal it should have brought
it in to the notice of the Chief Minister Haider Hotti so we would
know what is the matter, said provincial minister for information
Mian Iftikhar Hussain while reacting to the statement made by Rehman
Malik to scrape the Swat Peace Agreement with Taliban.

The spokesman of provincial government said that government of
NWFP had not made any such announcement therefore the agreement was
still in place and both the sides would honor the peace pact despite
that Rehman Malik had announced it scrapping.

government would take a stand over its commitment and would not
scrape the peace deal. oProvincial government is here to look after
the matters of the province and take important decisions. Rehman

team for negotiations with the Taliban of Swat remarked.

Bashir Bilour said advisor to PM on interior Rehman Malik should
use the proper channel and consult the NWFP Chief Minister if he has
any observations about the Peace Deal with the Taliban in Swat. oBut
he has no right to by-pass the provincial governments which has won
the public mandate and take the decision in favor of its people,.

On other hand the spokesman of Taliban in Swat Muslim Khan while
reacting to the statement of Rehman Malik said that they had signed
the agreement with the provincial government and would continue
honoring it till the provincial government would not scrape the
agreement.

The spokesman of Taliban however warned that if situation was
dilapidated and peace was damaged the responsibility would be on
Rehman Malik o we would see how the provincial government would
respond towards the statement made by Rehman Malik, we would react
in the same manner after knowing the NWFP government response on
the issues, he added.

It is to be worth mentioning that advisor to Prime Minister on
interior Rehman Malik on Monday while taking to foreign media had
announced that Swat Peace Deal would no more be in place and the
government would react against the militants.

He said that despite the peace deal the militants had continued
their attacks on the security forces therefore the government would
not honor the deal with the militants in Swat.

It must be understood that they have to be removed from the scene, preferably with politics, social and economic progress and with military action - all being complementary and not in isolation.

the greater agenda is a futile attempt at democracy by a bunch of egotistic and inept politicians.

We should wait for more details - as others have noted, the Swat Peace Deal was between the NWFP provincial government and the Taliban led by Mullah Fazlullah, not with the Federal Government as a participant. It would not be a wise move for the center to abrogate a deal that the provincial government has brokered, and that too without taking the provincial government on board.

The Swat deal also seemed to have the highest chances of succeeding, given the groundwork laid through prior negotiations with the TNSM leader and Mullah FM’s father in Law (Sufi Mohammed).

How well organized/formalized are these deals? Are their written contracts between the governments and the tribes/groups with each religious and/or political leader signing off? Or are they more verbal agreements with some but not all of the tribes/group/militias?

The government in the North West Frontier Province had signed the agreement with Taliban in the Swat valley under which the group had given a commitment that they would stop attacks on security forces. It was also decided that the soldiers would be gradually withdrawn from the region.

Malik's announcement came a day after Taliban killed four policemen in an ambush in Matani, near Peshawar.

Malik said the Swat peace deal has come to an end following the activities by armed insurgents, reported a private TV channel.

He said the armed Taliban were active in militancy in Swat, and peace deal could no longer be honoured in such situation. He further said the authorities had arrested 9 suicide bombers in Islamabad who were planning for a major target.

Speaking at National Assembly, he said action would be taken against foreign elements active in Balochistan. He said a summary had been sent to PM seeking the regularisation of religious seminaries.

Agencies add: Reacting strongly to the statement made by Interior Advisor about the scrapping of Swat peace deal, the NWFP government said that the peace deal in Swat is still in place and government would honour the agreement with the Taliban.

"We have signed the peace deal with the Taliban in Swat for restoration of peace in the valley and we are still adhered to the agreement reached with the Taliban. If the federal government has any reservation regarding the peace deal it should have brought it into the notice of Chief Minister Haider Khan Hoti so that we would have come to know what is the matter," said Provincial Information Minister Mian Iftikhar Hussain while reacting to the statement made by Rehman Malik regarding the abolition of Swat peace agreement with Taliban.

I believe that the NWFP govt is legacy of Badshah Khan.

Therefore, do you feel that it is a good thing to allow them to decide the destiny?
