All that the report says is that the ISI Chief opened accounts in Switzerland in the 1980s. That's fine.

Now, they have also sensationised this by implying the savings probably came from the US aid money instead of his own earnings but have not provided any evidence of it.

Time to hunt down his sons. Corrupt generals can sell of country secrets, they are more dangerous then politicians. Any award given to him should be taken back. Make him dead exemple for army generals that corruption isnt OK.

What the article is saying is that the ISI Chief and his sons have had millions of dollars in their Swiss accounts as of 2010 (21-years after the Soviets were driven out of Afghanistan).

What the article doesn't clarify is whether that money in the accounts is their own personal savings or whether it was US money. The article sensationises it by insinuating it is US money.

Nice, but who's actually surprised? Pakistan is the victim of elite capture, clientelist politics, dysfunctional by design institutions, and no-one, not even the elite who built the state for their benefit trust the system. So whether you earn justly or unjustly, you take the cash and stash it abroad.

Corruption is just one problem, it's part of a much wider set of issues we face.
Why do people who earn their money justly take their money abroad when the interest rates are so high in Pakistan? It's around 8.5% at the moment. In the UK it's less than 1%.

I assume it's to avoid paying taxes but they'll be paying them abroad anyway plus receiving much lower interest rates (unless invested). Whilst at the same time, expatriates try and save their money in Pakistan mainly because of the high interest rates appealing to them.

It's strange.

The interest rate may be higher but inflation is also higher. Real return after inflation can be just as negative abroad as it is in PK. As for the other reasons, based on my limited understanding I would surmise that some people don’t want to pay taxes, others have ill gotten gains, and plenty of even those that don’t mind paying taxes do not trust the Pakistani state enough to keep all their assets locally. Yet more people amongst our monied class also prefer to have one foot in Pakistan, the other in London, NY etc. Even our judicial system is a joke and can’t be trusted, whomsoever has the power can abuse civil and constitutional law alike. So in the end, despite all the elite privilege, even they prefer to have a safety net.

This is my personal assessment. I believe there have also been cases in Pakistan where the government has co-opted people’s assets in banks, and other times where they have targeted individuals as a part of a political witch hunt. Seems like a fairly regular occurrence.

Basically when you erode someone’s trust in a bank, the bank goes out of business. Bank failures in history have usually started with a rumour or bad news headlines, that then results in everyone running to their local branch to recall all their assets, if that happens then it doesn’t matter if the bank was stable or not, it will fail as a result of everyone trying to withdraw cash. Major banks everywhere only have a small amount of cash on hand at any given time, if we all go run to cash out tomorrow, the party’s over. And here I’m just discussing a bank, you can extrapolate this to the level of a state. How many judges, generals, politicians have dual nationality family members, residency permits abroad, properties and assets abroad? They don’t trust the state either, even if they have done nothing wrong. They are the lucky few who can afford a parachute.

In North Korea housing, healthcare and education are free. Bus transport is either free or at very low fare, and safe. Do you have these in Pakistan ? :) Late last year there was a thread on PDF about two young men in Pakistan who suicided by jumping off the higher floors in shopping malls ( at different times ) because they were unemployed and their surrounding socio-economic system told them if they don't have money they are worth nothing and can avail of no goods and services. Made desperate, one of them unable to support his young children, the two jumped. How do you feel about that ? I don't think such suicides happen in the North Korea you are being snarky about. You would be doing good for yourself and your society if you began speaking for your society to adopt the progressive socio-economic systems in North Korea, Cuba, Venezuela, Syria and pre-2011 Libya. They are much less miserable than your society, even the war-torn Syria overrun by AQ and MB criminals supported by NATO for ten years. Syria being better than India and Pakistan in context of a welfare state even during the ten-year-old war has been acknowledged by the biased UNO. Socialism and Communism are the ways to Humanism, towards having a harmonious society, a harmonious humanity and its relationship with rest of the natural world.

When did millions leave Libya ? And in your reality there seems to be no NATO+GCC imposed war on Syria. Were Syrian refugees going to Turkey or Western Europe before the 2011 invasion ? Don't you know about the NATO-arranged destabilization operation in Venezuela where there have been Western assassins and regime-change teams caught by the security forces ? You seem to confuse North Korea with the NATO-arranged fear kingdom of the Taliban from where people are fleeing in droves. There are actually international people's delegations going into North Korea regularly. There are even North Korean government restaurants in various places including in Dhaka.

Here's a scene from your "democratic" "Great" Britain. You tell this man how grateful he should be to be homeless in "Great" Britain :
