Was curious about it. Spotted this picture. It's not the combat one. Looks great.

white is the summer's naval uniform while black is the winter uniform. This holds true for all navies around the world.

I believe it's been changed for all Naval officers, based on the images of various events I've seen recently.

Black has always been the winter dress/formal wear for the PN. Nothing new in this instance.
