after Davis issue, after what a Pakistani boy did (or dint) in US we feel this step of NoC should have been put in place much before. this will bound Govt to scrutinies the people who are wishing to visit any foreign country and it will also help the embassies to check the facts for their visits.

No its not for tracking that because its not necessary that public servants, journalists and artists are going for earning .

the NoC requirement for any visit be it as tourist or for attending any seminar workshop or concert.
