Pak Army Think Tanks

I want to start constructive discussion for knowledge that if Pak Army has think tanks in GHQ unlike our Govt. As proper planning is must to cater modern day warfare threats/terrorism in modern days especially in case of limited resources.

We have unofficial think tanks like brasstaks/Zaid Hamid. Who even claimed to be spoke person of PA, now I believe he is barred to make contact with any military official. I believe Mst Sheen Mazari used to be involved in policy making in GHQ but now perhaps she is mostly involved in politics.

Perhaps all arms should create their own think tanks for policy making with participation of their serving Pros of all levels, along with defense strategists like Seheereen Mazari, Mushahid Hussain etc along with fresh graduates with outstanding research work from QAU, and NDU along with retired pros. Then we should have some participation from Finance Guys to Management people. The whole strategic plan should be made and implemented.

Even PA should have out of box thinking and should get suggestions from net like defense related forums. Then our defense ministry shall be able to take proper decisions with transparency. We may get accurate threat analysis and remedial measures in advance.

The two examples from past and present are given showing our lack of threat analysis.
1. During 1971 war our PN frigates were unable to defend themselves or coastal assets due to absence of ASHMs and capable Air defense capabilities solely due to lack of anticipation.
2. During current border skirmishes Pak civilians faced heavy causalities as our population is nearto border and defense mud walls made near border can't save our border villages from Indian longer range Mortar shells especilly used on Sialkot/Narowal sector currently.We should have pulled back residential areas especially near LOC or Sialkot/Narowal border as Moodi's intentions are quite clearer. The border area villagers have limited resources can't resettle through own sources. Govt should at least provide them land areas sufficiently our of range of enemy fire. They should be educated to resettle in other areas however they may use their agri land near border but it can save many lives of especially of women and children.

Moving villages very difficult due to shallow stretch of our territory.
The relatives of martyrs during recent skirmishes requested COS to help them to resettle in deeper areas away from border. But it is duty of Govt to protect it's citizens. I have visited lot of border areas in my childhood and about even more than decade back BSF had towers and perfect lighting towards their side especially near LOC.

Coming to your point Govt owns vast lands near border areas adjacent to Kashmir and near LOC, so yes it requires some funds on govt side however people only demand land meanwhile poor people will require houses of two to three rooms. So Govt should pull back the border area population in deeper areas not to urban areas but few kms further back as it will save many lives. People may keep their agri lands near border but not their houses.
The unusual circumstances require desperate measures. The current blood bath on Silkot and Charwah sector should be eye opener and shows what future is hiding. The BSF usually use heavy Mortars having ranges of few KMs it's quite easy to avert such instances as regular artillery is not used in border skirmishes.

Every thing requires proper planning.
