Just because its been done before does not make it any less true. The warning is valid. That chaos and instability in Afghanistan could spill over into other countries, including those not sharing a border with it, should be pretty obvious.
IK's speeches and opinion pieces will not influence the "international community's" response. That only happens through diplomacy, behind closed doors.
What IK has been doing is making Pakistan's position clear to pre-empt blame and pressure. He did the same with the "absolutely not" comment. He may have not have received an official request for bases. But he pre-empted any pressure by stating his position in advance.
